The gentlemen came here for the purpose of meeting an attorney of the Central Coal and Coke Company, of Kansas City, the object being to convey to the company named 6,500 acres of timber land, situated at Keith, twelve miles south of Leesvllle, Vernon parish, La. The land In question waa the property of Lutcher More the great lumber and timber firm of Orange, and adjoined lands owned by the coal and coke company; hence the deal. The national council of congregational churches today adopted a report of the finance committee recommending that annual per capita call upon the membersship of the church for the next three years be two cents and that an extra call of half a cent for one year be made to pay the expenditures of the council to be held In 1899.

There should be no misunderstanding as to this question. It is not a question of free bridge or toll bridge. Let a few plain, incontrovertible facts be submitted to a candid public. The present bridge was built under a contract with the Vicksburg, Shreveport and Pacific Railway Company, the parish of Bossier and the city of Shreveport, and an ordinance was passed by the city council embodying this contract. Under this contract the railway company which originally proposed to build a railroad bridge agreed to add to it so as to make it suitable for foot and vehicle passage advancing the money therefor and.

waiting on Bossier parish and city of Shreveport for re-imbursement to ba made from the tolls to be collected for crossing the bridge. In this ordinance the rate of toll was fixed, to be so continued until the railway company was reimbursed the price of construction, and then said tolls to be reduced 10 per cent annually. In 1888 ten years ago the railway company received payment for the money it had advanced in constructing the addition to the bridge, and the reduction of tolls has ct oeea n. as provided In the contract. lat thereof a large amount of tolls biu received by the city and used for general purposes.

The litigation now pending in the courts was Instituted for the purpose of simply compelling the contracting parties to comply with that contract. This is all. But there are parties in our city who object to having this contract compltad with, and to that end in some magical way, to this writer unknown, secured a provision in the new charter now seeking adoption In our general assembly, annulling the contract under which the bridge was built, and giving to the city of Shreveport plenary powers over the bridge in perpetuity, with the right to charge tolls ad libitum. I say this was done in some magical way, for it is well known that in all the discussions had as to the proposed new charter nothing was said about Including in it anything that would violate the contract under which the bridge was built, and giving to the city any other control than that embraced in the old charter and the contract referred to. Mr. Howard Cole, the Indefatigable and successful real estate agent of this city, leaves this morning for a six weeks' jaunt to the north and northwest for the purpose of advertising Shreveport's many advantages, and with a view of inducing capitalists and colonists'to visit north Louisiana, Mr. Cole has just published an illustrated pamphlet descriptive of the city and the surrounding country.

He has an edition of several thousand copies which he proposes to personally distribute in Chicago, St. Louis, St. Paul, Minneapolis, Omaha, Cheyenne, Denver, Salt Lake City and other places. Mr. Cole is an untiring worker, and his sagacity and foresight will be readily recognized when it is remembered that this is the season to begin the missionary work in which our section is so deeply interested.

Now is the time to call the attention of northern men to our section and invite them here. Their crops are laid by and many harvested, and those of them who have their eyes turned this way and are thinking of seeking a better climate and country are ripe and ready to be pulled, if we may be allowed to illustrate it that way. Surely no section of the broad union offers such Inducements as north Louisiana is spreading out before the home-seekers, from the arid plains of Kansas, the breezy plateaus of the northwest or the decimated pineries of the great lake region. North Louisiana has the climate, the soil, the timber, all for the mere asking, and a little money thrown in "on the side" as an evidence of good faith.
