The most heavily penalized teams are Houston, all of Los Angeles (Rams and Raiders), Kansas City and Indianapolis. The who average 10 penalties a game, committed 14 Sunday in a 20-13 triumph over Cincinnati. Only three of the league's 28' teams Cleveland, Cincinnati and' the New York Jets have been; flagged less often than a year NFL game officials ratified a new labor agreement Tuesday, a seven- year contract with the league worth' more than $70 million. Agent Tom Condon of International Management Group, who negotiated the contract for the, league's 107 officials, said it called for across-the-board salary and pension benefit increases. Otis Wilson, a linebacker who played on the Chicago Bears team that won the 1986 Super Bowl, has pleaded guilty to beating his estranged wife last spring.

The Associated Press Heath Shuler, the Washington Redskins' first-round draft pick (third overall) this year, will replace veteran John Friesz as the starter against the Dallas Cowboys on Sunday. Coach Norv RIEI nJflTCO Turner said he nti liUlLO based the deci. sion on a combination of Friesz's recent performances and his feeling that Shuler is ready to play. Shuler has completed 13-24 passes for 107 yards, with one interception and no touchdowns. Denver Broncos running back Rod Bernstine is out for the season due to a severe knee injury.

Bernstine tore the anterior cruciate ligament in his right knee in the first quarter of Monday night's Buffalo game. The Carolina Panthers and the Jacksonville Jaguars could be looking at slim pickings in the expansion pool after the rules are set down in the next two days. According to people familiar with the plans for the pool, each of the existing 28 teams will put six or seven players in the pot for the two new teams and will lose a maximum of three. Of the players exposed, only one can have over 10 years in the NFL and only one can be a player coming off injured reserve. All must be under contract for at least one additional year.
