Libby, 84, first superintendent of schools for Panola County and principal organizer of the old Panola College, died last night at his home in Dallas.

Mr. Libby, a native of Kansas, came here in 1890 and organized the first grade school in the county. He contributed his own money toward construction of the school and aided in the actual construction work. He also organized the Panola Male and Female College. He last visited here in October a year ago for ceremonies dedicating the new $175,000 Libby elementary school building, which was named in his honor.

Funeral rites will be held Tuesday in Dallas. He is survived by his widow; four sons; five grandchildren, a brother and four sisters. the plant will be converted to pharmaceutical chemicals when the stump supply is gone. Newport Merger Is Reported OAKDALE, Oct. 29 (Special) Newport Industries Inc.

of Oakdale and other Newport plants across the south have merged with the Heydon Chemical according to word released here today. P. T. Cornelius, superintendent of the local plant, said he was advised of the merger action at 2:30 p.m. today.

The new company will be known as the Heydon-Newport corporation. Other Newport plants included in the merger are at DeQuincy, Pensacola, Bay Minette, Clewiston, Canal Point, and a new plant under construction near Tallahassee. Cornelius pointed out that the pine stumps now furnishing the raw material for naval stores being produced at the Oakdale plant will be exhausted within a few years. The new Dodges will be five inches lower this year, with a lower center of gravity providing road-hugging qualities previously found only in high priced sports cars, according to Patterson.

Additionally the '57 Dodge features swept-wing rear fenders comparable to the rudders of airplanes or racing boats. Keynote of the Dodge styling theme, they also have the functional purpose of stabilizing the car in crosswinds. Other new features include Tor-sion-Aire, a new type modern front suspension; torque-flite push-button transmission; 53 per cent more windshield glass better wheels and brakes; bigger engines, and more luggage space. The new Dodge line consists of four separate series Coronet 6 and V-8, Royal V-8, Custom Royal V-8, and Station Wagon V-8 with four different four-door sedans, three four-door Lancers, three two-door Lancers, two club sedans, two convertibles and five station wagons. Audit Raps Pay Padding By Sheriff BATON ROUGE, Oct. 29 UP) A state audit today quoted laws against political payroll padding and said employe increases in the Iberia Parish sheriff's office had been "considerably" in excess of lawful increases. The report was directed to Gov. Earl Long and former sheriff J. N.

DeRouen, New Iberia. The audit cited a state law which said "political payroll padding is committeed when any public officer or public employe shall, at any time during the six months preceding any election for governor: (1) Increases number of public employes more than five per cent (2) increase payrolls more than 15 per cent." The report in the offices of J.B. Lancaster, state supervisor of pub-months ending June 30, 1955, and the first six months of the 12 months preceding the January, 1956, election, the Iberia sheriff's office averaged 56 employes with salaries amounting to $7,821 a month. "The number of employes increased to 106 in November, 1955, and salaries to $10,382," the audit continued. In August, 1955, the report said, number of employes increased 24 per cent, salaries 12 per cent, while in November, the number of employes increased 87 per cent.
