But that doomed Brown's original amendment, as the House refused by votes of 53-52 and 55-54 to put it back onto the bill. The focus of the dispute was whether all 25,000 officials now covered by the state's weak disclosure law should be subjected to the tough reporting provisions that voters ordered for about 1,000 top officials when they passed the Sunshine Amendment last November. Reubin Askew, who championed the Sunshine Amendment, and Speaker Donald Tucker lobbied hard for the weaker disclosure system for lesser officials, but some lawmakers want all officials covered by the disclosure requirements they themselves have to meet. With lawmakers complaining about the chaos, the House exempted virtually every board and commission in the state from the tough disclosure requirements of the Sunshine Amendment, then reconsidered and withdrew the provision. "I made a mistake," pleaded Rep. Steve Pajcic, D-Jacksonville and author of the exemption. "Help me get out of it." The House first tacked an exemption onto an amendment by Rep. Hyatt Brown, D-Daytona Beach, that would have exempted officials of towns of less than 10,000 from tough, new reporting requirements.

Arnett Girardeau, D-Jack-sonville, sponsor of the measure, said the Tucker amendment was out of place. "That just wasn't the right place for it," Girardeau said. He said he was willing to go along with whatever the committee decided, however. Tucker said judges should not be allowed to work behind closed doors any more than any other public official. The judiciary is about the only government agency exempted from the open meetings law.

Several Supreme Court justices have said in recent days they could not perform their job if required to deliberate in the sunshine.
