For the first four sessions, the market punched-out slight rises despite continual profit-taking. By Thursday its string of consecutive daily rises had run to six. The Friday break, with severe early losses by steels and oils, was softened in mid-day by news of a settlement of the labor dispute in the steel industry.

By the close of the week's trading The Associated Press average of 60 steels was at $189.20, a rise of 70 cents from the previous week's close. The market was dominated most of the week by expectations of the steel settlement. Optimism on this count, combined with prospects for a further inflationary turn in the CAN YOi SELL? Several of them scored new highs. Rails, closely tied to activity in the steel industry, started the week like a ball of fire, bringing hope to market technicians that at long last they would confirm the onward march of the industrials. But the rails faltered in mid-week and their failure to come through depressed traders. Nevertheless, the general run of news was good and most corporate reports were bullish. The five most active stocks this week on the New York Stock Exchange were: U.

S. Steel, up IV at 62 on 221,100 shares. General Dynamics up 3Vs at 71 Sperry Rand up IVf at 26; American Telephone up lYs at 184y8, and General Motors off 3i at 46. This would compare with a loan rate last year of 34.55 cents a pound. The Cotton Exchange pointed out that the nearby October contract closed Friday 39 points below the average loan rate for the coming season while distant July closed 114 points under the 32.74 cents figure. The exchange said that if consumption this season reaches an anticipated 9,100,000 bales and exports, total about 2 million bales, as now seems indicated, the end-season carryover on July 31 may approximate 14,700,000 bales.

Of this total, some 10 million bales are in government hands, leaving a free stock of 4,700,000, exchange officials added. This would compare with a carryover of which the government held 8,100,000 bales. At that time the free stock totaled 3,100,000. Exports for the week ended Tuesday were estimated by the Exchange at 35,000 bales vs. 25,000 the previous week and 13,000 in the like week last year.

The total for the season through Tuesday stood at 2,167,000 bales vs. a year earlier. (19) Lawn Mower Repairs IMMEDIATE OPENING For capable Service Manager for large shop specializing in heavy duty truck and allied equipment. Good salary plus override. Must be sober and aggressive.

Taken in stride were such factors as continued deterioration of the drought-plagued Texas crop, and reports of increased acreage allotted to the government's soil bank program. Allan Shivers left it up to Senate Majority Leader Lyndon Johnson Saturday to decide if Texas participates in a southern Democratic caucus Aug. 1 at Atlanta.

The governors of 10 states have agreed to attend or send representatives to the conference to plan national convention strategy. Govs. Marvin Griffin of Georgia and George Bell Timmerman of South Carolina invited Shivers, the chairman of Texas' national convention delegation, the vice chairman and members of convention platform and resolutions committees to attend the Atlanta meeting. The invitation was belated because Texas earlier snubbed a southern caucus of state Democratic chairmen. The meeting was held to plan strategy for blocking a strong civil rights plank in the Democratic party platform.

But Timmerman said "Sen. Lyndon Johnson, chairman of the Texas delegation, indicated he was not interested. Another invitation has been extended to Texas to be represented at the Caucus on Aug. 1." Timmerman said at Columbia, S.C., Saturday "we also would be delighted to have any other Democratic state attend that is interested in preserving the constitution and protecting the right of self government." Shivers sent Timmerman a reply saying: "As you may recall. Sen.
