Phillips, 71, of Dayton died Wednesday, March 17, 1999, in San Jacinto Methodist Hospital in Baytown. He was a native of Louisiana and had resided in Dayton for the past 30 years. He served in the U.S. Air Force Reserve and U.S. Army during World War II.

He was retired from Brown and Root where he worked as an iron worker and was a member of the Baptist Church. Survivors include his wife, Winnie Phillips of Dayton; two sons, Edward Henderson and James Phillips, both of Dayton; one daughter, Rita McQueen of Dayton; his mother, Eunice Phillips of Lecompte, and four grandchildren.
