Orendain said the group will ask again Tuesday for a meeting with the governor to discuss collective bargaining legislation.

"This is the only way we can lobby for ourselves," Orendain told reporters on the steps of the Capitol. "We hope after he sees us four or five days here at the Capitol day and night he will let us in. "Last time he invited us in for coffee and Orendain said, referring to an April 1977 meeting with Briscoe in the governor's mansion. "Maybe this time he will invite us in for a business discussion. "He has the authority to put that (collective bargaining rights for farm workers) on the agenda.

If we to him maybe if we're lucky he will put us on the agenda." 1 The farm workers came to Austin for hearings by a House committee concerning the problems of migrant workers, but Orendain complained only half the eight members of the committee attended the hearings. He said hearings scheduled in other cities had been canceled because not enough legislators showed up. "They've got $50,000 to conduct these hearings, and even then they are not at the hearings," he said. Orendain said about 35 farm workers would camp on the Capitol grounds Monday night, then decide Tuesday when others arrive how long to continue the vigil. He said the farm workers also may stage a hunger strike to draw attention to their demands.

Assessments up Times Natchitoches Bureau MANSFIELD A DeSoto tax assessor reported Monday the tax assessment in DeSoto Parish had increased in 1978 but taxable property had declined due to reassessment under the new law. Hugh Bennett, Jr. placed the assessment in DeSoto at $33,540,278 which "is about $3 million over last year." However, taxable property went down. The tax assessor said reevalua-tion of public service property by the Louisiana Tax Commission resulted in a decline of $1.1 million and mercantile assessment dropped $1.5 million.

The drop in mercantile, according to Bennett, resulted from dropping assessments from 25 to 50 percent to 15 percent of the market value. He also noted that increasing a homestead exemption to $5,000 also had an effect. "People who were paying taxes be paying taxes now," said Bennett. He acknowledged the decline in taxable property will mean that taxing agencies in the parish will have to increase their millages in order to keep their revenues at the current level as guaranteed by the constitution.
