The present limit restricts to one-fourth of the general revenue for on available school fund, which, the interest from the'por- fund and other sources, does not give us the scholastic period in ifa'ti year as long as is demanded by the people, because the public fund now is just sufficient to completely de- strov and kill all the private schools in the State, and at tbe game time of itself was not sufficient to support the public schools. The change proposed provides that in place of one- fourth of the revenue--which is cents on tho $100--that a direct tax for schools be levied not to exceed 30 cents on the $100, until from all sources the schools can bo run for a period of sbz months.

Then it can be reduced by tbe legislature to an amount less than 20 ceuts. This change, with the investment of the three millions on naud, and with four millions already iu bonds and tbo interest on tbe 3and soles will give us, for six months, good permanent free schools for our children under the control of tho State, and this length of time as believed to be a time as long as tho State should, at present, give public education. When'the present age is increased from eight to eighteen years of age, which can and should ie done, the amendment further provides ihm; if any community or district wishes to supplement the State tax for tho purpose of extending the time over six months and to auild school-houses it can do so by two-thirds of property ers io said districts voting for said tax. By this latter clause districts can be able to borrow from the State school fund a sum sufficient to build and equip a first-class, ermanent school-houses all over the land, just' uch houses as we find all over ind the Northern States, where the districts borrow the public permanent rate of -which per cent, goes "to their "'own children in the available fund for educational rarposes.
