By DAVE McVETY Timei Herald Reporter Voters in two Blue Water Area school districts have important decisions to make Monday. Officials in those districts Croswell-Lexington and Memphis say the the issue is simple: The proposals must pass for school to open on time in the fall. The Michigan Department of Education recently placed the two on its critical list which means they are among about 10 districts that face serious financial problems without approval of the proposals.

But Croswell-Lexington and Memphis voters aren't the only ones who will be busy Monday. Yale officials also have scheduled an election hoping to avoid $350,000 in budget cuts. Declining property values and a 7.4 percent wage increase for employees makes a millage increase necessary, officials say. Here are details on the proposals: Croswell-Lexington: A 16.2-mill renewal is on the ballot that would allow schools to open as scheduled at 1982-83 program levels. The proposal would cost residents whose property is valued at $20,000 for tax purposes their state equalized value $324; Memphis: A 22.31-mill proposal which includes an 18.31-mill renewal and a four-mill increase is on the ballot.

Accident victim remains critical Clifford E. Gilbert remains in critical condition at St. John's Hospital, Detroit, with injuries suffered in a Thursday morning car accident. Gilbert, 21, of 3380 Krafft Road, Port Huron, was westbound on Lapeer Avenue in Port Huron Township when he lost control of his car and it rolled over at 12:48 a.m. He is in the hospital's intensive care unit.

The driver, Clarence J. Helfrich, 85, same address, was not injured. Helfrich was southbound on Pine Grove approaching a curve when he passed out and crossed the road, Deputy Warren Flynn said. He went into a ditch and hit the telephone pole. BURTCHVILLE TOWNSHIP -Jeffrey Ross suffered arm injuries when the car he was in a passenger in collided with another driven by Diane T.

Agar on Milwaukee and Second streets at 1:48 p.m. Friday. Ross, 10, of 1305 Carolina Marysville, was treated at Port Huron Hospital and released. The driver, Marilyn J. Ross, 39, same address, was not injured.

Agar, 24, of 3587 Bayview Drive, Port Huron, also was not injured. Agar was stopped on Second and proceeded into the intersection after her car stalled and started. She collided with Ross who was westbound on Milwaukee, Deputy Warren Flynn said. Agar was ticketed for failure to yield. Hall PORT HURON Donna J. Hall, 36, of 3235 Keewahdin Road, died Saturday, Aug. 6, 1983, at home. She was born Jan. 21, 1947, in Port Huron and was a lifelong area resident.

She was a member of Faith Lutheran Church and enjoyed being a team Sunday School teacher with her mother. She belonged to the Port Huron Hiking Club and worked in the Association of Retarded Citizens Sheltered Workshop. She is survived by her mother, Eleanor L. Hall of Port Huron; three sisters, Diane Westrick, Marine City, Dorothy Riggs, Will-emette, 111., and Eleanor Palmer, Honolulu, Hawaii; two brothers, Robert Hall, Smiths Creek, and Jon Hall, Detroit; 14 nieces and nephews; three aunts; two uncles; and one great aunt. Services are at 1:30 p.m.

Tuesday in the Faith Lutheran Church. The Rev. Marion F. Pier-son will officiate. Burial will be in Lakeside Cemetery.

Mrs. Lena I. Koyl BROWN CITY Lena I. Koyl, 83, of 3489 Burnsline Road, died Saturday, Aug. 6, 1983, in Lapeer County General Hospital after a long illness.

She was born Jan. 9, 1900, in Caseville. She married Lowell Koyl on March 29, 1956, in Oakwood. She is survived by her husband; thee daughters, Ms. Edward (Isa-belle) Yagelo, Mrs.

Billie (Jean) Welch, and Mrs. Marjorie Thomas; a son, Gerald Stephens, all of Brown City; two stepsons, William Koyl, Adrian, and Robert Koyl, Brown City; a stepdaughter, Mrs. Howard (Arlene) Stephens, Brown City; 14 grandchildren; 24 great-grandchildren; one great-great-grandaughter. Services are at 1:30 a.m. Monday in the Carman Funeral Home.

Zuehlke, 77, of 710 Glenwood Apt. A-24, died Friday, Aug. 5, 1983, in Port Huron Hospital. She was born May 3, 1906, in Port Huron. She lived here since 1943.

She married W. Carl Zuehlke on June 6, 1925, in Port Huron. She was a member of the Port Huron Wesleyan Church. She is survived by her husband; three sons, Robert, Port Huron, Sidney, Lansing, and William, Port Sanilac; two daughters, Mrs. W.

Bruce (Gloria) McFadden, Goodells, and Mrs. Kenneth (Eleanor) Paul, Flint; 24 grandchildren; and 22 greatgrandchildren. Services are at 11 a.m. Monday in the Port Huron Wesleyan Church. The Rev.

6, 1983, at home. He was born July 1, 1892, in Greenwood Township. He was a lifetime Yale resident. He married Ethel Hayen on Aug. 15, 1936, in Detroit.

She died April 27, 1983. He was a member of the Avoca United Methodist church and a charter member of the Ruby Lions Club. He was a U.S. Army veteran of World War I. He is survived by a daughter, Mrs.

Robert (Harriet) McCallum, Yale; a son, Robert, Taylor; five grandsons; four great-grandchildren; several nieces and nephews; and a sister, Mrs. Lulu Weston, Yale. Services are at 11 a.m. Tuesday in the Rister Funeral Home, Avoca. The Rev.

Darrel Tallman, pastor of Avoca United Methodist Church, will officiate. Burial is in Springhill Cemetery. Visiting is from 7 to 9 p.m. today and 2 to 4 and 7 to 9 p.m. Monday.

He was born March 13, 1891, in Canistota, N.D. He lived here most of his life. He married Jeanette V. Hands on Dec. 17, 1919, in Yorkton, Saskatchewan.

He attended Canistota schools. He worked at Mueller Brass Co. for many years. He also worked for many area grocery stores. He and his wife have operated a tourist home for many years.

He is a member of the Port Huron Wesleyan Church and was a Sunday School teacher. He is survived by his wife; several nieces and nephews; and three foster daughters, Ruth Ann Myles, Evelyn Rostine and Eleanor Crocker. He was preceded in death by eight brothers and sisters. Services are at 1 p.m. Tuesday in the Lucas-Jowett Funeral Home.

The Rev. Ronald Sytsma, pastor of Port Huron Wesleyan Church, will officate. Burial is at Sunset Memorial Gardens. Visiting is from 2 to 4 and 7 to 9 p.m. today and Monday.

Boman, 33, died Thursday, July 14, 1983, from injuries suffered in an automobile accident in Bullhead City. He was born June 20, 1950, in Port Huron. Mr. Boman was the son of Mr. and Mrs.

Karl E. Miller and the late Claude E. Boman. He was a 1968 graduate of Port Huron Northern High School and served in the Air Force from 1968 to 1972. Mr.

Boman was an employee of Southern California Edison. He is survived by one son, Claude W. II, and one daughter, Bonita, both of Bullhead City; his mother and stepfather, Mr. and Mrs. Miller, North Fort Myers, Fla.

Daniels MARINE CITY Loretta E. Daniels, 76, died Saturday, Aug. 6, 1983, at home. She was born Nov. 4, 1906, in Minnesota.

She lived here many years. She married William Daniels on June 9, 1956, in Grand Rapids. He died June 9, 1972. She was a member of the Marine City V.F.W. Auxiliary.

She is survived by a daughter, Ann Robb; a sister, Florence Kurtz, both of Marine City; six grandchildren; and nine greatgrandchildren. A son, Jack Springer, preceded her in death. Services are at 10:30 a.m. Tuesday in the Bower-Rose Funeral Home, Marine City, and at 11 a.m. in the Holy Cross Church.

Miss Irene O. Gitschlag ST. CLAIR Irene O. Gitschlag, 85, died Friday, Aug. 5, 1983, in River District Hospital after a long illness.

She was born Aug. 14, 1897, in Detroit. She is survived by a sister, Ro-melda Gitschlag, St. Clair; and several nieces and nephews. A brother, Charles, died in 1973.

Graveside services are at 2 p.m Monday in the White Chapel Cemetery, Troy. The Rev. Josa Malayans, of St. James United Church of Christ, Richmond, will officiate. Arrangements are by the L.C.

31, 1893, in Port Huron. She married Arthur E. Martin. He died May 24, 1959. She was the daughter of the late Peter S.
