NEW CHARTER VOTED DOWN Natchitoches Citizens, By Decisive Ballot, Reject Proposed Change Natchitoches, Sept. 20 (Special) Voters of Natchitoches today rejected a proposed new charter for the city by a decisive majority. The vote was 642 to 318.

The new charter was prepared at the Instance of the present city com mission which urged its adoptiton, while a number of people actively fousrht it through circulars which were issued after plana for holding a general mass meeting of citizens were discarded. One city commissioner following the defeat of the proposed special charter Indicated that he might initiate a move designed to have Natchitoches adopt the model char ter suggested by the state, the commissioners' have characterized the present charter as outmoded. The vote by precincts was: one for 86, against 213; two for 107, against 203; three for 126, against 126. REPORTS TO BE GIVEN ON SCOUT DRIVE PROGRESS Reports from workers In the eight divisions of the Norwela council financial campaign, which openeJ Tuesday, will be heard at a meeting today in the Washlngton-Youre hotel. Ward Delaney, chairman of the drive, Will preside.

Purpose of the campaign, ScoJt Executive Henry G. Shires said, for Improvements at Camp Caddo on Caddo lake and for Boy Scout main tenance. The goal of the drive, which will continue through Friday, is $18,742.50. Approximately 500 workers, SO of whom are Shreveport women, compose eight divisions of the drive. YEAR'S SENTENCE GIVEN SHREVEPORT MAN FOR FORGERY L. C. Winn of Shreveport pleaded guilty to charges of forgery and uttering and was sentenced to serve one year on the Caddo parish penal farm by Judge Robert J. O'Neal in the Caddo parish criminal court Tuesday. Winn previously served six-month sentence on the farm for a similar offense.

Other sentences passed by Judge O'Neal following pleas of guilty were: Johnnie Johnson, larceny, one year oi. the parish farm on two of each charges, ths sentences to run con currently; J. C. Brinner, arrested at Gillam, 30 days for drunk driving; Gaston Lewis, larceny, six months on the parish penal farm; Oscar Ford, assault and battery, $10 and costs or 10 days; Leon Stephenson, alias Rob ert L. Stephenson, bad check, $25 and costs or 30 days on each of two charges; Jimmy Spears, vagrancy, 10 days; Joen Daniels, false pretense, 90 days, and Ray Grosco, passing a bad check and disposing of mortgaged property, 90 days on each charge, the sentences ot run concurrently.

Letter to Police Chief Tells of Negro Tragedy "Charlie Jackson, Shreveport, La. please find him," was the address on a letter received Tuesday by E. E. Norvell, chief of police. The letter, addressed in care of the chitf, was sent air-mail from Okla homa City, Okla, to inform Jackson that his 67-year-old brother, Allen Jackson, negro WPA worker, had been killed in Oklahoma City when he fell from a truck and was crushed be neath the wheels.

In painful script "Sister Gertie begged Jackson to go to Tuscon, Ariz, his brother's former home, to take care of the loose ends left by his brother's death. Police Tuesday night had not been able to find Jackson. 15 Shreveporters on Honor List at L. S. U.

DOUBLE DEATH INVESTIGATED Tests Being Made by Ala bania Toxicologisls of Sudden Fatalities A former resident of Shreveport and her husband died suddenly at their home in Monroe ville, Ala, with In two days of each other and police of that city are now investigating the deaths, it was disclosed by rela tives of the couple here Tuesday.

Mrs. John Rumbley, the former Miss Annie Betts of this city, and her husband suddenly were taken 111 at their home. Mrs. Brumley died on September 13 and the death of her husband two days later on Sep tember 15, according to a dispatch Officers became suspicious and sent the viscera to the state toxlcologist at Auburn, Ala, for examination. No information on the deaths will be given until a report is received from the toxlcologist, Circuit Court Solicitor R.

"We must go into this transporta tion proposition with the full knowledge that other sections of Shreve port will have the right to demand the same service," he said. Bin Cost $5,000 Yearly The argument was against a mo tion to award a contract for bus transportation to and from Byrd high school for approximately 364 students living in Cedar Grove to the Shreveport Traction Co. at a contract round-trip fare of 8 cents per pupil each day. The annual cost was estimated at $5,000.

The board at a previous meeting rejected a proposal by Mr. Rellly that the Cedar Grove school and other projects be constructed through bond issue ruling a bond issue could not be submitted until after the tax payers have renewed the one-mill levy in district No. 1 for buildings, it was pointed out. Under this policy, Mr. Rellly said, the people in Cedar Grove cannot ex- pect a high school before 1841 at the earliest.

During that period, the total cost of transportation of the students would be at least $20,000 he added. $30,000 Available Now He proposed the school district's share of the total project be financed from the 1938 and 1839 building fund. He said only $40,000 of the in the building fund this year has been pledged, leaving an anticipated $50,000 available this year. The entire $90,000 would be avall- ble to draw from next year, he said. He also argued that by securing a PWA grant the city could save ap proximately $100,000 on the building, which the board had virtually pledged Itself to construct two years ago.

Wilbur Yearwood, Cedar Grove member of the board who explained the new proposal caught him by surprise, said he was heartily In favor of the construction of a Cedar Grove school but that he would rather wait than get a school not suitable. Would Permit Additions Rellly explained in reply that a building of modern type which would permit additions, if they are needed in the future, oould be provided ith $225,000. A building approxi mately the same size as the new Rodessa school which might accommodate 600 pupils was advanced. A high school at Cedar Grove would be the third high school in Shreveport. Rellly said the building in Cedar Grove would relieve congestion at Byrd and Fair Park high schools and enabled the expansion of some departments he said are badly in need of enlargement.

The proposal came in the meeting as a surprise and discussion lasted more than an hour before a vote was taken. The school board was in a special meeting at open bids for the con-1 structlon of a Greenwood school. Greenwood Contract Given Contract for the Greenwood struc ture was awarded to the C. H. Tread-well Construction company on a low bid of $34,940.

The building will be constructed as a PWA project. Other bids received Included Maples Construction Co, Glassell Oeneral Contractors, Werner Co, F. D. Welch, McMlchael Construction Co, and Pittman $38,951. Dolph Frantz appeared before the board, asking that Monday, Oct.

John S. McCullough Dies In Mercer, Pa. Mrs. John S. McCullough, about 65, of 913 Erie street, wife of J.

S. McCullough, president of the Tri- Angle Drilling company here, died at a.m. Tuesday In Mercer, Pa, after an illness of one year. Mr. and Mrs.

McCullough, former residents of Mercer, had been living in Shreveport for more than 30 years. After spending one year In California for Mr. McCullough's health, they went to Mercer, an old home, about three months ago.
