Those who are in doubt as to whether or be passed by a two-thirds vote; so that, iu reality, by jeopardizing the passage of the Amnesty bill, through saddling it with his Civil Rights amendment, ho deliberately chose to risk the failure of the very measure iu which he professes to take the greatest interest. To those who have watched tho career of tho man, his purpose is apparent enough, however much he may seek to cover it up with a catch-phrase. He knew that the country was prepared for tho passage of an amnesty bill; he knew that some of the most influential republican journals had demanded that the amnesty should be sweeping and general. Ho knew, also, that the members of the House fresh from the people, and therefore impressed the more deeply with the change in the popular feeling had actually gone to work at once and passed a bill which, whilst it made some exceptions to entire amnesty, would yet have redue.ed the list of the proscribed to a comparatively small number. His real object, therefore, was to defeat the bill by saddling it with an obnoxious rider.

And in doing this, he made his philanthropy subordinate to his malignity, by showing that ho would rather that his Civil Rights amendment should miscarry than that the Amnesty bill should pass. The debate oil this subject, as giveu in the Baltimore Gazette, shows that Mr. Frelinghuysen, who is as radical in most respects as Sunnier or any one else, was unwilling to swallow this amendment. lie pointed out several serious objections, even to him; among which was that it would not permit a railroad company to have a separate car for ladies and gentlemen, or an inn-keeper to exclude any person who might be in a state of intoxication, or have a loathsome disease, or of improper moral character. He fun her said that the penalties prescribed were too severe, and also expressed the opinion that ii tended too much toward centralization in the General Government.

He was willing, however, to vote for the bill if it wore amended in hese and other particulars. But Sumner's chief trait is not," as he would lead the country to believe, to be just before he is generous. His idea of justice is to be persistent iu viudictiveness; whilst his idea of generosity is to do as much injury as possible to the white people of the South under the false pretext of benefitting the blacks. It is, therefore, safe to assume that he will keep his bill where and as it is. in the hope that it may defeat amnesty.

The case of the State versus the freed-imiii charged with an assault upon and robbery of Mr. McNees, of which we have almidy given an account, was brought to a close yesterday. Eloquent speeches were made by all the counsel engaged for and against, and at about 6 o'clock p. the case was submitted to the jury.

At eight o'clock they brought in the following verdict George Cmupston, guilty of assault and robbery; John Head, of assault with intent to commit robbery; Jesse Loyd and Joe Gilreese of larceny, with recommendation of mercy, and John Cutliffaud George Iluiden declared not guilty. There were eight colored jurors and four white Sam C. Head, H. Markham, Felix Calm and H. Dreyfus.
