Tucsdoy October S. 1983 DETROIT (AP) An advisory ballot proposal calling for a mutual nuclear weapons freeze with the Soviet Union is receiving support by nearly a 3-to-l margin from Michigan voters. Michigan voters also support, by a 2-1 margin, a proposal affect ing real estate sales by limiting enforcement of due-on-sale clauses included in some mortgage agreements.

and the United Auto Workers union faced a second major test today after a big UAW local in Delaware soundly rejected the agreement. The largest UAW local at Chrysler Local Seven in Detroit, with 4,700 working members and another 1,000 on layoff was scheduled to vote on the contract today, UAW officials said. Voting also was to begin today and continue to early Wednesday at Local 1268 in Belvidere, 111., which represents some 3,500 workers at a Chrysler assembly plant, according to a union spokeswoman at Belvidere. On Monday, members of UAW Local 1183 at Chrysler's Newark, assembly plant voted solidly against ratification of the tentative agreement. Local Joe Games said about 90 Eercent of the local's 4,000 mem-ers cast ballots, with 60 percent rejecting the proposed contract.

He said he would not release the vote totals until after he talked with international UAW officials. "The people were given a choice, an opportunity to vote the way they felt, and this is what they've done," Games said. "They will not settle for anything less. Chrysler owed them a lot more than they (Chrysler) were willing to give." Games said he did not think the vote was a reflection on the international union but instead on Chrysler. The contract gives workers cost-of-living protection and pay raises tied to profits.

The company won a provision that allows penalties for workers who are absent frequently and a promise from the union for help in cutting health care costs. By JERRY MOSKAL Gannett News Service GRAND RAPIDS Perhaps the most interesting part of the latest gubernatorial campaign debate Monday came as the audience was departing. That's when Republican Richard Headlee tore into Democrat James Blanchard for the benefit of a small group of reporters, calling him a liar. The 52-year-old insurance executive became infuriated when Blanchard in his closing remarks charged that a firm Headlee is affiliated with pulled out of a financing deal with the embattled Chrysler Corp. Headlee said Household International, parent firm of Alexander Hamilton Life Insurance Co.

that he runs, not only didn't withdraw, it put up $1.2 billion without any government guarantees. "He's a liar," he charged. "We gave them a $500 million loan in (August) 1979. In fact, we loaned (Chrysler Financial) $1.2 billion." In response, Blanchard reaffirmed his assertion, claiming Household International withdrew in April or May of 1980 when a bailout plan was being put together to rescue the beleagured auto company. He said he didn't have the details.

The dispute flared as about 800 members of the Grand Rapids Area Chamber of Commerce and the Economic Club of Grand Rapids were filing out of the hall in Grand Center where the debate the two organizations sponsored was held. Headlee said he sat on the Household International board that provided the loan to prop up the auto firm's financial arm that provides so that loan Election '82 money was available to buyers of Chrysler autos. He also challenged Blanchard's constant reminders of his role in winning federal loan guarantees for Chrysler as a member of Congress. Blanchard is winding up eight years in the U.S. House.

"Jim Blanchard didn't turn Chrysler around," Headlee complained. "Lee Iacocca did. It took a lot of people to turn Chrysler around." Nor, Headlee insisted, is Iacocca supporting Blanchard as Blanchard implies. Headlee claimed he has a letter in which Iacocca affirms that he is neutral in the gubernatorial race. About the only thing new in the latest debate was the unveiling by Headlee of a proposal to provide jobs in Michigan through the private sector.

It's intended to counter Blanchard's proposals for a state-run jobs program and worker retraining. Under Headlee's proposal, Michigan employers would be allowed a $1,000 Single Business Tax credit for each new entry level job a company creates. Theoretically, 300,000 new jobs would cost the state $300 million in tax credits. However, Headlee argued, the revenue loss would be more than offset by lessening the drain on state welfare and unemployment funds, and taxes paid by the new workers. Companies, he said, would also retrain the workers for the new jobs.

He described entry level jobs as ones that would perhaps pay up to $5 or $6 an hour. DOWNTOWN PORT HURON ST.
