At this time of doubt as to the I'utUfc policy, iu detail, of Mr. Arthur a administration, und as to the material ol his cabinet, we may as well as not give our own prognostications, or. if re pre- pcr it, the prognostications of somo one else. It makes very little difference whose they may be aud as it is less labor to print those already iu dulged in, we rrefer that course, and so append a long extract from the St.

Louis Republican 'ew York correspondence. It might be well to say, that Seuator Jones, who seems to be taking the role of Arthur's man Friday, is reported to bae declared there will be no immediate change in the cabinet. We hare said above that it is a time of doubt as to Mr. Arthur's future policy "in do tail" that is, as to whether Smith, or Rrown or Thompson will be the man whom Arthur will take to his bosom. At the same time, from all the indications, and Senator Jonos' assertion to the contrary, the conviction is forced upon the public mind that, whether the chosen ones or or they will certainly be Stalwarts of the Stalwarts.

Here is the letter: Unless President Arthur puts aside his old habit of sticking close to his friends, there will be a revival of hostilities between the half-breeds nd the stalwarts in this 6tate that will proba bly split the party here. The emotions excittd by the President's death in the week of sorrow have gone down like the waves after a storm, and now agitation begins in anew Quarter. The half-breeds were in for a reconciliation when Garfield died and oontended that out of resoect for the dead President. Chester A. Arthur would cut loose from his old affiliations and would take up Garfield's policy and keep his cabinet.

They did not know what Garfield's policy was except it was to crush Conking and keep the half-breeds warm in office, but they gave notice that they would support the Presidentin taking up the tvoik that the second martyr of the republic had laid down, but intimated that tlioy would not be such good iriends if he didn't. The new President has been watched with a jealous eye by tho half-breeds. They have been pleased by his inaugural and have been displeased at the presence of Grant "squatting as a toad" by his ear. In short President Arthur will be the man for their favor if he will but take care of the half-breeds; if he doesn't tbey will make a fuss, They have warned hiiu in many ways to keep his hands off of New York politics, and allow the party in this State to continue its work of crushing out lloscoe Conkling, President Arthur's chief merit, as described by his adherents, is the steadfastness of his friendship. He sticks by those who stick by him.

lie has not swerved from this rule and has suffered in the opinion of good men by obeying it with men of the lower and the lowest order of politics and with a forgetfulness of the old Russian proverb that a wolf thanges its fur but remains a wolf, the half-breed expects him to change the prevalent line of his character uow, and by repressing his inclinations to help his friends indirectly help him. It is readily seen that if this slender thread is all that holds the prospect ol a union of Republican forces iu this State, there is bound to be bitter war Tbe Stalwarts are quiet, determined and bloodless. They marched to the grave of the dead President, sorrowed that the chief magistrate of the freest country on earth should perish by an assassin's hands reverently joined in the funeral ceremonies, and then went home to open correspondence and begin with the intimates of the new President. They too, want the party re-united, but re union must come through repentance ol the half-breeds, loyalty to Arthur and humility iu the rear ranks. There duns not seem to be anything iu the situation to warrant the belief that the sad death of tho President will be followed by a reconciliation of the factions.

Conkling and Grant are as implacable as the angry ocean. The former's studied seclusion sioce tho pasting of Arthur to power is indication enough that he is to be the power behind tho throne. Senator Jones' visit to Utica has a great significance at this time. There is no doubt that ho goes as a messenger from Arthur, and that the two questions under consideration are tho choice of a cabinet and the prosecution of the star route thieves. It is already apparent that the new administration means to gain for itself eclat by prosecuting the star routers.

Arthur's intimate, George Bliss, will undoubtedly be allowed to make for himself a national reputation on this point. Under tho cover of glory attained in this prosecution, which will fill tbe public mind aud draw confidence from the people for tho administration, the complexion of the ofliee-holdicg class will be changed from hull-breed to stalwart, so that a firm grip will te taken for lS-4 aud Grant. How will Conkling figure in the new administration'1 This is yet a puzzling question. Possibly he will remain in his present attitude until Arthur's plans and his own are in successful operation. A name now mentioned for Secretary of State is that of Andrew 1).

White, presidentof Cornel! university, whose reputation is unsullied, but hose fealty to tbe Sttlwart cause is well understood ia this State. In his absence abroad he has escaped taking part in the tight, and while he would in a sense appear as a compromise selection, ho would be acceptable to Conkling as a copper-fastentd Stalwart. As to the rest of the cabinet, life is too short for idle speculation. A leading lawyer of this city informed me yesterday that it was Conkling's purpose when he resigned to get returned to the Senate as an indorsement of his course and then to prepare articles of impeachment against President Garfield. He bad goue so far as to schedule oh a rea which he nubtnitteil to Gen.

The eveuts that followed the resignation of Conkling estopped the scheme.
