"We're not certifying the money because he's not followed the statute," Thomas told a news conference. Thomas said at least three campaign committees were spending money on Lucas' campaign, which he said hampered efforts to ensure the candidate's spending falls within the $1 million limit for gubernatorial candidates who accept public money. But Oakland County Executive Daniel Murphy, who applied for about $100,000 in state matching funds, did qualify for the money, said Thomas, who added: "Nobody's going to get paid until the Legislature gets off the dime and appropriates that money." Thomas also said spending questions asked of Murphy and Blanchard are mostly settled.

Lucas, who had sought $108,472 in state funds, said his officeholder account and local campaign committee were legal committees and questioned how he could violate state law by adding the gubernatorial committee. "I think today's action to deny my matching funds taints the entire public funding process," he said. "I am confident this abuse of authority is intended to influence the election of the Republican nomination for governor. "I'm equally confident that this cynical act will be met with contempt by the voting public" Thomas said the question of when Lucas became a gubernatorial candidate was the key to whether his gubernatorial committee, which reported zero expenditures for 1983, should have claimed about $300,000 reported by his officeholder account, his local campaign committee and a political action committee. Lucas said he wasn't a gubernatorial candidate last year because he hadn't decided what office to seek.

"There's no such violation," the Wayne County executive said Tuesday. Lucas, one of five GOP candidates seeking the nomination to challenge Gov. James Blanchard, said he might pass up public money or try to reach some agreement with state elections officials on the issue. The Court of Appeals also could be asked to overturn the rejection, said Richard McLellan, Lucas' attorney.

"Our problem is we don't know what is motivating the secretary of state. We really aren't sure whether we'll be able to resolve this in any way," McLellan said. "We just have a difference of opinion as to what the law says." AFL-CIO to back Blanchard: The Michigan AFL-CIO is sure to back a re-election bid by Gov. James Blanchard, although the Democrat has not yet announced his candidacy, the union's president said in Ironwood. Union President San Fishman, on his annual tour of the Upper Peninsula, said Tuesday the process of endorsing a candidate is weeks away. But he says the majority of local union leadership seems to support Blanchard.
