MANILA (AP) The Phil-1 i Constitutional Convention is expected formally to present President Ferdinand E. Marcos with unlimited powers before the end of this month to carry out his proposed revolution "to democratize wealth and property." The convention's blank check for the 55-year-old Marcos includes giving him near dictatorial powers to continue indefinitely with the now twomonth-old martial law and to rule the Philippines until he decides to call a general election for a new parliament.

Few here believe this can come before 1976 or 1978. Under a new constitution which the convention has quietly drawn up and nearly completed since martial law was proclaimed Sept. 22, Marcos will head a transition government. It will bridge the gap between the current system, under which he has served as president for the last seven years, and the new parliamentary system. He was sometimes referred to in the local press as "the richest man in Asia." "We have no illusions about Marcos' past," says a leading delegate to the Constitutinal Convention who is supporting Marcos, "but people would be willing to overlook the past if he does a good job now." This apparently reflects the feelings of many Filipinos who have cautiously accepted what has happened. "Martial law was welcomed," commented one diplomat, "because of the frustrations of the past." After proclaiming martial law, Marcos announced a widespread land ceform program that would redistribute almost four million acres of rice and corn land to an estimated 715,000 tenant farmers. Nearly a million firearms have been collected and for the first time in decades it has become an unusual sight to see only a soldier or policeman carrying a weapon down the street. Crackdowns on criminal gangs have been heavy. The constabulary claims a 45 per cent drop in the crime rate since martial law went into effect.

Streets around Manila are cleaner, roads ure being repaired. Rice and sugar prices have dropped. Foreign businessmen reOort they are paying fewer bribes in order to get business done. But ull this does not completely dispel apprehension about Marcos' heavy handed dealings with the press and opposition politicians. Since martial law, those apprehended and held without charges include three senators, four congressmen, 36 mayors, six Constitutional Convention delegates, three governors and 16 newsmen.

During the transition period, Marcos, with combined powers of president and prime minister, will preside over a national assembly made up of all present congressmen and senators and members of the convention who voted for the creation of the transition government and thus assured places for themselves in it. No one doubts that the new charter scheduled to be finally approved by the convention by Nov. 30 will get the approval of the voters in a mid-January plebiscite.

AH this represents the beginnings of a revolution Marcos outlined last year in a small 140-page book he called "Today's Revolution: Democracy." His basic stated aim was to reduce the glaring gap between the rich and the poor. Although his critics had warned that Marcos intended to take over the government with martial law to keep himself in power beyond January 1974 when he was scheduled to step down after two terms as president, others passed it off as presidential rhetoric or perhaps wishful thinking. The Philippines has had an American style system with strong traditions of free elections, free press and individual rights. Admittedly it had been badly corroded by an oligarchic economic system that put most of the nation's wealth in the hands of a few. Flamboyant and irresponsible politics and massive corruption threatend government at all levels with anarchy.

Law and order was a national problem. Many said if revolution should come, it would be a traditional uprising from the bottom, perhaps supported by the Communists. Marcos beat them to it. Some were caught off guard because of Marcos' reputation, built up over the years, as a man who used the presidency uring each of the two benefits.
