The investigation will be into the socity's practices and procedures relating to the death of a 19-month-old Sarnia girl who was the victim of child abuse, Norton said in a statement. The girl, Kim Ann Popen, was taken from her parents by the Children's Aid Society after the father was convicted of causing bodily harm to his daughter. The child was placed in a foster home but returned to the Popens nine months later. The girl died of head injuries on Aug. 11, 1976, and the parents were charged manslaughter.

The father, Annals Popen, 38, was sentenced last December to one year in jail, and the mother, Jennifer Popen, 18, was sentenced to seven years in a psychiatric hospital. Norton said the investigation will be carried out in co-operation with the Ontario Association Children's Aid Societies. The board of directors of the Sarnia and Lambton society requested the review. A society official said in December that the investigation was being requested to determine whether the sodety's policy on child abuse was being followed. Norton said he expects to receive a report on the investigation by the end of February.

Margaret Farina, assistant executive director of the Ontario association, will be the head of the investigation team. Her assistants will be Bruce Heath of the ministry's child welfare branch and Arnie services for Petersen, Family and director of Children's resource Services of London and Middlesex.
