Clair Power Plant, but a settlement to the dispute may be reached today, a laborers union spokesman said. About 225 tradesmen installing air pollution equipment in the plant are honoring the picket line. Picket lines were set up Wednesday morning bv 50 mem bers of the Laborers Union Local 463, who claim that they should be handling the scrap on the installation of air pollution control equipment in the plant. Laborers charge that the insulators have been handling the scrap, but the job should be done by laborers. A meeting probably will be held today between the laborers and officials from Townsend and Bot-tum Ann Arbor.

Superintendent Frederick M. Cady said the reorganization bill is similar to a proposal sub-nutted in 1980 that would have combined Sanilac with Huron and Tuscola intermediate districts.

The Sanilac board also opposed that move. Cady said board members believe combining the Sanilac and Iapeer intermediate districts would not improve the quality of education in either county. It would help to drive up education costs in Sanilac because wages and salaries genrally paid in the Lapeer district are higher. "Our board would not oppose it if it made sense. But this doesn't," Cady said.

"It's a curious proposal because we are more oriented to St. Clair County than to Lapeer."
