48104 Attn: Charlie Pabst Mideast envoy understands Arab reluctance By WILLIAM RINGLE Gannett News Service WASHINGTON If he were a Palestinian Arab on the Jordan River's West Bank, says Ambassador Sol Linowitz, he, too, would hesitate to participate in the planned self-government there. "I wouldn't know what would be in it for me," declared the President's new parttime envoy, replacing Robert Strauss, to seek to Implement the peace agreement between Egypt and Israel. But he believes that once Palestinians learn specifically what they will control through their proposed autonomous authority established by the Camp David agreements more of them will be interested in joining. The Palestinians would begin by controlling their own taxation, transportation, health programs, welfare, education and agricultural and industrial development, Linowitz said. Dunng his initial visit to the area early this month, no disagreement between Israel and Egypt surfaced on a number of matters over which the Palestinians would exercise self-rule, he told reporters at a meeting Thursday.

The trickier areas of disagreement were set out for later discussion, he said. These include land and who will own it (plus the thorny issue of Israelis who have established settlements there and are resisting departing); the control of water, control of internal and external security, and the status of the residents of East Jerusalem. That part of the holy city also had been under Jordan's jurisdiction and was captured by Israel in the 1967 war. The 1978 Camp David accords had established a goal of next May for setting up the first stages of the Palestinian self-governing authority. Mrs.

INC. 985-5609 J33 10th jt Furnaces, Boilers And Fixtures STEW ADAMS SON 2003 Pine Grove 982-0706 Police hunt person who set fatal fire CHICAGO AP) In a case Fire Commissioner Richard Albrecht called one of the ugliest he has ever seen, Chicago police hunted for an arsonist who touched off an apartment building fire that apparently blocked escape routes and killed six persons. It was one of two weekend fires in apartment buildings in the city's North Side. Forty-four persons were injured Saturday when someone soaked the hallway of an apartment building with gasoline, said homicide investigators.

Two children were among the dead and four firefighters were among the injured. Some residents of the four-story brick building dropped small children to safety from upper floors or passed them down hand-to-hand while others clung from ledges or jumped. About 1.1 hours earlier, seven persons died in another apartment building fire which officials determined was caused by careless use of a gas stove. Nine persons were injured in that fire. Meanwhile, Mayor Jane Byrne, who visited some of Ihose hospitalized, termed the arson fire sick and disgusting.

Arson Investigator John Klodnicki said gasoline was used to start the fire and apparently block the building's exits. The fire spread "quickly it had to go really fast." said Klodnicki. "It's fortunate that it happened during the daytime. There could have been a lot more people hurt otherwise," he said. Albrecht said three persons were seen running from the building just before the fire was discovered shortly after 1:30 p.m.
