Notwithstanding this condition. Potter says, "the interstate commerce commission, who arbitrarily raised freight rates 40 per cent on a flat percentage basis, after they had been raised five, fifteen and twenty-five per cent, is conspicuous principally by furnishing data for propaganda used bv the security holders and railroad executives." In his letter Potter says he trusts the Michigan members of congress can "see their way clear to support the rending amendments." He declares he is in favor of amendments to the transportation act because, in his judgment, "it violates all fundamental principles of proper legislation." "The transportation act marks the mort revolutionary step in the history of our government," the letter says.
