AND UNION STREETS PORT HURON MICHIGAN Law Day Speaker Cites Need For World Court The balance of world power been replaced by a balance of terror as the great international political forces of this day are at military stand-off.

And the only possible substitution is a world rule of law through an international court. Michael D. O'Hara, Menominee, justice of the State Supreme Court, told nearly 100 members and guests of the St. Clair County Bar Association Tuesday night at the Sixth annual Day dinner in Black River Country Club. "The essence of this Law Day message was subconsciously born in my mind on Sept.

29. 1945, when, as a Marine Second Lieutenant, was flown over the ruined city of Nagasaki, Japan, just devastated by an Justice O'Hara said. "Now these atomic toys which exploded over two Japanese cities. have been replaced by destructive potentials too awesome to comprehend." "The difficulties of adoption of an acceptable international code. with practical problems of procedure.

and of course. the method of enforcement, are presently incalculable. We know from examples in our own jurisprudence that courts, without the power of the purse or the sword are gravely limited." he said. "However, we must start somewhere. and I cherish a dream that the American Bar Association might some day sponsor a student exchange program that will bring future lawyers from both ideologies together at a time when the curiosity and vision of youth are not yet tarnished with the scepticism that often attends maturity," Judge O'Hara said.

"THE PRESENT World Court. created in 1945 as an adjunct to the United Nations, is in a good tactical position to move toward greater power. In our hands and the ministry of law, lies more than we can fully sense, the future of fellow man. And we must make some effort, however small, to work toward a world rule of law. For, to quote the Christophers' motto 'It is better to light one candle than to curse the darkness'," Justice O'Hara concluded.

Justice O'Hara was introduced by Chase S. Osborn, Bar Association president, who also presented guests, Justices Thomas M. Kavanagh, Lansing, and Eugene F. Black. Port Huron.
