"Southern political leadership is having to reluctantly accept the fact that the Federal Gov denial of political rights," said Smith, a former Congressman from Mississippi, "as well as other forms of discrimination, but full economic opportunity is segmei going to be made available to the Southern Negro only wlien Southern economic leadership acts to eliminate the present waste of Negro potential. "The necessary adjustments and change are not going to be to make, any more than all ;he other changes in race relations have been easy. The sooner they are made however, th» better the returns will be for til ints of our economy. A rapid improvement in economic opportunity for Negroes in th« deep South is perhaps the on* sure way of erasing some of the deep scars of racial conflict which have developed in our region in the past few years."
