ABC's "Fall Guy" was the highest rated among new series, No. 19, with "Falcon Crest" on CBS tied for 23rd and NBC's "Maverick" in a five-way tie for 26th place.

NBC'S ACCLAIMED "Hill Street Blues," which had climbed steadily in the ratings since the start of the new TV year in October, to ninth place last week, fell to 31st. Here are the week's 10 highest-rated shows: "Dallas," "60 Minutes," "The Jeffersons," "M-A-S-H," "Alice," "Trapper John, M.D." and "House Calls," all CBS; "Three's Company," ABC; and "Dukes of Haz-zard," CBS, and "Too Close for Comfort," ABC, tie. THE REMAINDER of the Top 20: "Real People," NBC; "Love Boat," ABC; "Lou Grant," CBS, "NFL Monday Night Football," Atlanta vs. Los Angeles, and "Laverne and Shirley," both ABC, and "One Day at a Time," CBS, four-way tie; and "Hart to Hart," "Happy Days," "Fall Guy" and Movie-'Thunder-ball," all ABC. 69, "Little Rascals Christmas Special." No. 70, "Family Circus Christmas." No. 71, "The Doberman Gang." No. 72, "Television Inside and Out." No. 73, "Lewis and Clark." NEW YORK (AP) "Dallas" was back on top in the ratings for the week ending Dec.

20, dropping another CBS show, "60 Minutes," to second after a three-week reign, figures from the A.C. Nielsen Co. showed. CBS had six other programs in the Top 10, and ran away from the opposition to win the race. CBS' RATING for the period was 18.8 to 17.7 for ABC and 14.5 for NBC.

The networks say that means in an average prime-time minute in the week, 18.8 percent of the nation's homes with television were tuned to CBS. It was CBS' fourth-straight finish at the top, and the network's seventh in the 11 weeks since the new season began Oct. 5. NBC, MEANWHILE, was4ast for the 11th consecutive week, and the network's average rating 14.5 was its lowest since the week ending Oct. 25.

NBC's top-rated program for the week, "Real People," ended up in 11th place. The rating for "Dallas" was 27.4. Nielsen says that means of the country's TV-equipped homes, 27.4 percent saw at least part of it. The rating for "Dallas" equaled the lowest mark recorded by a top-rated program this year "Dallas" in the week ending Nov. 11.
