Three DSS workers had re-' sponded to six referrals starting when the girl was 13 months, ac cording to an investigation by the Detroit Free Press. State social workers decided the. girl had been sexually abused in 1989, when she was 2ft. But when state police turned up no the DSS closed the case, the Free Press reported.

Department Director Gerald. Miller has said there was insuffi-cient evidence to take the girl into' state custody and that the agency's workers acted responsibly. Rogers was given custody of the girl in December 1989 after her mother was killed in an automobile accident. The increased. The agency heard from teach-: ers and other school officials from Marlette and Deckerville that the girl had been starved, hit, slapped and burned in 1993 and 1994, testi-; mony at the trial showed.

Neighbors complained to police and social workers in 1992 and 1993 that the girl was left outdoors for long periods in freezing weath- er. Deckerville pair given terms for abuse of 9-year-old daughter Associated Press SANDUSKY A couple were sentenced to prison Monday for chaining the man's 9-year-old daughter to her bed in a dark closet reeking of excremenL Stephen Rogers, 30, was sentenced to 10 to 15 years; his live-in girlfriend, 32-year-old Trudy O'Connor, got a six-to-1 5-year term. A jury convicted the Deckerville couple last month of first-degree child abuse. Sanilac County Circuit Judge Donald Teeple imposed the sentence.

The maximum possible term was 15 years. The girl was found Feb. 11 when police raided the family's home. Her arms were bound with a makeshift straitjacket made of a scarf and socks, and her ankles were chained and padlocked to the urine-soaked bed. The raid came after several years of abuse and a series of missed opportunities to help the girl.

At least 19 people had reported abuse of the girl to the state Department of Social Services, police AREA Lawmaker hosts GATT seminar US. Rep. DeWitt High school principal to retire Feb. 28 Fred Goers, DeWitt High School principal for the past 22 years, will retire at the end of February. Goers' final day on the job will be Feb.

Goers began his career in education in 1964 in Montrose, where he was a geometry and physics teacher and coached football. He came to DeWitt in 1969 as an assistant principal and became high school principal in 1973. Johnson, a 1971 graduate of Grand Ledge High School, earned his law degree from Thomas M. Coo-ley Law School in 1978. He has practiced law In Petoskey since then. INGHAM COUNTY East Lansing Two split Jeep in raffle drawing Luis Garcia of East Lansing and Murray Edwards of Lansing each won half interest in a 1995 Jeep Cherokee in a recent fund-raising raffle sponsored by the East Lansing Education Foundation. The two men each Invested $50 in a $100 ticket Only 350 tickets were sold.

Garcia, who has two children attending Pinecrest Elementary School, bought two other tickets as well, but split the third the winning ticket with his friend, Edwards. Proceeds from the raffle will go to the East Lansing education system. Lansing 3 veterans retire from police force Three Lansing Police Department veterans have recently retired. They are: Lee Al-drich, 48, a police technician who has also worked with 911 dispatching. He plans to travel more and enjoy his family.

She was the first woman assigned to the ho-micide squad and said she derived much satisfaction from working on a series of assaults and homicides of elderly women in the early '80s that resulted in the conviction of a suspect on two charges of murder. CATA starts holiday shuttle The Capital Area Transportation Authority will begin a new free Holiday Shuttle route in downtown Lansing on Monday to help people travel to downtown restaurants, stores, museums and libraries. The service, using CATA's vintage trolley streetcars, will operated from 11 a.m. to 1:30 p.m. weekdays through Dec. 23.

It will include the Capitol Complex, Capitol Avenue and the Washington Mall. Shuttles will depart every seven minutes. Holiday Shuttle brochures, including maps, are now available. For information, call 394-1000 between 7 a.m. and 7 p.m.

The campaign is a nationwide effort to stem alcohol-related auto accidents during the holiday season. Michigan's MADD expected to distribute some 2 million red ribbons that they hope to see tied to car antennas and rearview mirrors. The campaign runs through Jan. 1, 1995. "The simple red ribbon represents an act of kindness, of caring and of goodwill toward all," said Bethany Goodman, executive director of Michigan MADD.

"Tying St. Johns Museum's Victorian Christmas opens 16th annual Victorian Christmas at Paine-Gillam-Scott Museum starts Saturday and will run through Dec. 28. are 1 p.m. to 5 p.m.

Saturdays and Sundays and 2 p.m. to 8 p.m. Wednesdays. The museum will be closed Dec. 24 and 25.

5. Okemos MSU Museum makes mall encore The Michigan State University Museum's "Santa's Family Album" is making an encore appearance at the Meridian Mall. The display, open during mall hours through Jan. 8, depicts American and international interpretations of Jolly Old SL Nick along with the legends behind his numerous incarnations. New this year will be a section commemorating Christmases during World War II, a selection of Santa masks and a Coca-Cola Santa display.

LIVINGSTON COUNTY Howell Fantasty of Lights parade is Friday The 1 1th annual Fantasy of Lights Parade will step off at 7 p.m. Friday in historic downtown Howell. Floats, marching bands, musical units, antique carriages and the downtown area itself will be decked out in sparkling white lights. Floats will include an animated Lion King display, Victorian ice skaters, "Toys on Parade" and a live nativity scene.

All entries will have a Christmas theme, many with a Victorian motif. In all, there will be 52 entries. Parade organizers estimate more than 20,000 people will line Grand River Avenue to witness the event. The parade will begin at Citizens Insurance on the west end of downtown and proceed eastward to Metropolitan Title Company at the east end of downtown.
