After City Manager Harlow Richardson reported that the city's new garbage truck had arrived the council discussed briefly a possibility that the city will institute a complete garbage vice, including pickup of wet garbage, cans and other types of rubbish. At the present time the city collects only wet garbage. Councilman Donald Wood pointed out that "budget time" is here and that in setting up the budget the council can determine whether or not the city can afford a complete garbage service. In urging efforts for cleanliness in the city, Wood suggested that ordinances passed last fall, designed to help keep the city free of refuse, be studied and put into effect. other action last night the council: 1 Voted, 4-to-1, with Wood dissenting, transfer $8,000 from the garbage fund to pay for the new street grader, 2 Instructed City Attorney Alvin Lacy Williams to file a request with the Illinois Commerce Commission to open Forrest Avenue at the Missouri Pacific tracks.

Announced plans to study a landfill program for the city dumping ground in connection with preparing the new budget for the coming fiscal year. 6 Heard City Manager Rich. ardson report that the city will end its fiscal year April 30 with "properly balanced budget." DEATHS Delbert Ferris Of Ina Dies At Age Of 42 Years Delbert E.

Ferris of Ina died at 2:00 p. m. Monday in St. James Hospital at Chicago Heights, after a three weeks illness. He was 42 years, months and six days of age.

He was a former employe of the Mt. Vernon Car Mfg. Co. Mr. Ferris was born July 10, 1913 in Middle Creek community in Hamilton county, the son of W.

A. and Olive (Erwin) Ferris. Besides his parents, he is survived by two sisters, Mrs. Ray Morgan of Ina and Mrs. Ivan Johnson of Chicago Heights, and two brothers, Lloyd E.

Ferris of Long Island, N. and W. A. Ferris, of Chicago Heights. On Wednesday afternoon the body will be brought to the home of his sister, Mrs.

Ray Morgan of Ina, to remain until the funeral time. Funeral services will be held Thursday, April 19 at 2:00 p. m. at Middle Creek Missionary Baptist church, with the Rev. Wayne York officiating.

Burial will be in the church cemetery. Utah Governor Holds Out Part Of Income Tax Associated Press SALT LAKE CITY--The dead line paying federal income tax passed Monday night, but part of Utah Gov. J. Bracken Lee's tax money rests today in a safe deposit box in a Salt Lake City bank, "And that's where it will stay," Lee says, "until a court rules that either I or government have a right to it." The Republican governor contends it is unconstitutional for the government to use tax to aid foreign nafederale tions. By refusing to pay his tax he hopes to force a court test of this contention.

"There is no provision anywhere in the Constitution granting the S. government the right to appropriate taxpayers' money for support of foreign nations," Lee said, adding he'll the Supreme Court, if necessary, to prove my case." Last week Secretary of the Treasury Humphrey wrote Lee the government would "proceed in the usual manner to collect the taxes" it the governor didn't pay up before the deadline. Lee said Monday he believes the "usual manner" might take some time- -probably until after the November elections." "But I'm not going to wait for the government to come to me," he said. "I have my attorneys preparing briefs and I take the case into court in about 50 days. At that time I will ask the government for a declaratory judgment." 1 Proposes British State Lottery Associated Press LONDON Chancellor of the Exchequer Harold MacMillan day proposed a state-run drawing, with money prizes, to help Britain fight inflation.
