About 40 percent of all Finnish joint ventures are in Estonia, where the language is similar to Finnish and where visa rules are now so relaxed that Estonian businessmen can fly here on a day's notice a procedure that used to take a month. A new law. set up July 14, permits free trade zones at several Soviet locations, including Vyborg just over the border from Finland.

Joint ventures in nearby Leningrad are growing, including a $250 million diesel-enginc factory that War-tsila, the Finnish engineering group, is setting up. But it's going to be slow going. Finnish Trade and Industry Minister Ilkka Suominen said Soviet "hesitation between mending the present system or going into something quite new" makes the short run outlook "pessimistic." "The Soviet Union has three generations who have missed the market culture that we've lived in," agrees Outokumpu chief Voutilainen. "If you want to decentralize a company, it takes 10 years. How are you going to do this overnight in an entire to 26 percent of Finnish trade.

When it was low, as it was this year before the Persian Gulf crisis, that share fell to 12 or 13 percent (Year in and year out, about 70 percent of Finnish trade goes to i Western Europe.) The Finns got a steady supply of oil and a sure market for some of their exports, including ships. But the Russians want to switch to normal trade based on hard Western currency. The new plan is seen here as a transition document at best In the new Soviet climate, the big problem is finding out where the ruble stops. "In the Soviet Union today, nobody can make a decision, complained Pertti Voutilainen, chief executive of Outokumpu, a multinational metals firm.

"The lines of authority are unclear between Moscow and local authori- i ties, between the Soviet Union'' itself and the republics. "The laws themselves are clear," Voutilainen said, "but new- laws come every other day. You cant be sure that the law on which you based your decision will be in force two months from now." All trade used to go through Soviet ministries or foreign trade organizations. Under perestroika, many Soviet companies now have the right to negotiate their own trade. But Finnish businessmen complain that executives at these companies often dont have the authority or know-how to do deals.

Faced with this bottleneck, Finnish and other Western firms have been turning to joint ventures. There are 219 Finnish joint ventures in the Soviet Union, second only to those with West German firms. In joint ventures, the Western company injects cash, expertise and technology, with the Soviets doing the work. For the Soviets, it's a way to learn how the world works. For the West, it's a way to get cheap goods and to crack the Soviet market By and large, it's working badly, according' to government officials and businessmen here.

Only about 40 of the Finnish joint ventures are actually operational mostly service deals, like the Finns' management of Moscow's newest luxury hotel, the Savoy. Ten others have collapsed, and the rest exist on paper, as Finnish partners waits for perestroika to sort itself out Hannu Eskelinen, managing director of the Finnish-Soviet Chamber of Commerce, has a front-row seat for this activity and views it with an ironic eye. "The Russians live in a society that is entirely different from the Western world," Eskelinen said. "Even basic facts money, return on investment, etc are unfamiliar to them. "Our companies have to find joint venture partners that understand these things," he said.

"Then they bring all the key people, from board members on down, to Finland for training by Finnish companies." This opportunity to travel to the West is a hire that makes working for joint ventures popular with Soviet businessmen. But it takes more than Western training to make them succeed. "Joint ventures operate outside Soviet society," Eskelinen said. Even under perestroika, he said, Russia is a land of central planning and mammoth state organizations that control all raw materials and energy and prefer to sell them to each other rather than to the exotic Western-Soviet hybrids. Even when a ministry guarantees raw materials deliveries, they often fail to show up through inefficiency or greed "Joint ventures want to pay in rubles but the suppliers say, 'dollars, Eskelinen said.

Salmi, who bought the Karelian forest to make sure Enso-Gutzeit owned its own raw materials, agrees that promised raw materials often are diverted to companies willing to pay in hard currency. "Every joint venture that has depended on raw material supplies from a Soviet organization has failed," he said. Some Finnish companies find that workers who agreed to be paid in rubles suddenly demand Western currency or even payment in toothpaste and women stockings. Theft is a major problem, to the point that a Finnish plan to open a Moscow store collapsed when the entire stock was stolen. To counter this, one Finnish security firm has set up a joint venture in Russia and is training Moscow policemen to act as factory guards.

Russian work habits also are an eyeopener. "It takes time to teach them the meaning of work," Eskelinen said. Now that relationship is changing, and even the Finns, who probably know the Russians better than do any other Westerners, are finding the going tough and sometimes amusing. To some degree, commerce before was dictated by politics the need to get along with Moscow.

Trade was on a barter basis, governed by annual plans. Crude oil constituted 70 percent of Soviet exports, with other raw materials mostly wood and metals making up almost all the rest In return. Finland -sent Russia manufactured and consumer goods. The plans never mentioned money, at least for oil, only quantities of goods. For instance, Finland agreed to buy some 8.5 million tons of oil each year.
