By ORRIS INGEI.I.S Journal Staff Writer Opening of the pair of one-way streets on Oakland Avenue and Saginaw Street Jan. 31 marked a major step forward in Lansing's long-term plans for speeding traffic east and west across the city.

Completion of the mile-Ion? $644,000 project was the second phase in development of the east-west system. The first section, opened in 1962. involved construction of a new high a way along Sheridan Street between Ballard and Center Streets. The third phase calls for extension of the Sasinaw-Oakland one-way pair toward the west city limits. The year 1965 will also mark the letting of bids to complete the Mason to S.

Holt Road relocation of U.S. 127. Final contracts on this project are expected to be awarded in June. Widening of E. EXTENSION A major step in speeding east-west auto flow across city. pletion by July 31, 1965. Ingells Another project scheduled for completion in nud-October of 1965 is the widening of a one-mile stretch of Eaton Rapids Road (Logan Street) from the 1-96 interchange to the Ingham-Eaton County Line. But the highway construction project which has attracted the most attention and controversy in the Lansing area is the $26.3 million freeway from the Pine Tree Connector on the east to Interstate 96 west of the city between Main and St. Joseph Streets.

MAJOR PROJECT First bids will be let in September. 1966. on this massive project, which will involve the purchase and removal of about 600 homes, 60 businesses, and 15 farms for right-of-way. The recent reversal of traffic flow on Pine, Walnut. Capitol, and Grand was aimed at providing better access on and off this route when it opens.

Contracts to build the freeway sections from Clare Street to Logan Street and from Logan to east of Grand Avenue will be let in September, 1966. Bids on two sections will be let in April. 1967: Interstate 96 to Waverlv Road and Waverlv Road to Clare Street. Later that year, in October, contracts for three segments will be awarded; Grand Avenue to the east city limits; east city limits to west of East Lansing: and west of East Lansing to interstate 496 and Trowbridge Road. 27 LIN Also in October of 1967, bids will be let on a project aimed at speeding nonh-south traffic across the city, and reducing some of the traffic pressure on the south segment of S. Cedar Street. Plans call for construction to link U.S. 27 north of the city to Interstate 496 at the Trowbridge Road interchange. From the interchange, the new U.S.

127 segment will ran north to Grand River Avenue, then to the county line, and northwest to existing U.S. 27. Also planned, with bids to be let in July of 1967. are improvements of existing U.S. 27 from Douglas St.

north to Stoll Road. Tentative plans call for bids in mid-1968 on the Michigan State University "cross-campus route" extending Trowbridge Road from Harrison Road east to existing M-43.
