4B Saturday, May 28, 1994 News-Leader OZARKS MISSOURI State steams ahead with riverboat gamblinj Supporters revive gaming amendment proposal similar to the one rejected in April. However, it contained a technical flaw and was resubmitted on Friday. It was sent to the attorney general's office for approval of its form, said Joe Carroll, deputy secretary of state for elections. Supporters of the proposal say it may have a better chance of passing in a general election when more people are expected to be casting ballots. If the petition form is approved, supporters can start collecting the necessary 130,000 signatures of registered voters in six of the state's nine congressional districts.

They face a July 8 deadline for submitting the signed petitions to the secretary of state. The recount was the first one done statewide on a proposed amendment and the third time this century for a recount of a statewide issue, Moriarty said. A recount in 1908 resulted in the overturning of the lieutenant governor's race, and a second request in 1940 delayed Forrest C. Donnell's gubernatorial inauguration until the request was dropped. The Casino St. Charles will cruise the Missouri River, but it remained docked during its dress rehearsal Thursday because of high winds. Before handing out the gold-lettered license certificates Friday, Commission Chairman Robert said. Both parties later said they would heed Wolfson's advice. "I think it's simply a matter of us having hired people from the local community who don't have 10 or 15 years experience in Las Vegas," said Ed Ellers, president of the President Casino.

"I think after a few days, they'll do just fine." Wolfson suggested the casino operators work with their dealers to make sure the games are "user friendly." Gamblers should be informed of the rules and odds upfront, he said. For instance, Missouri has imposed a $500 loss limit per cruise. LOUIS Workers hustled to stock bars with booze, tables with casino chips and splash on last-minute coats of paint to two floating casinos as Missouri launched river-boat gambling Friday. The Missouri Gaming Commission took about 20 minutes Friday morning to give final approval to licenses for the President Casino on the Admiral in St. Louis and the Casino St. Charles. Both boats promised speeches, ribbon cuttings and champagne, but not necessarily big winners, when they opened for business at 4 p.m.

"This is a big day for us," said Joseph J. Canfora, president of St. Charles Riverfront Station Inc. "It not only is exciting to be part of history in Missouri, but also gratifying to know we have created over 1,000 new jobs and will generate tax revenue for the state." The only thing missing was slot machines, the single biggest moneymaker for most casinos. The one-armed bandits were outlawed by a state Supreme Court ruling earner this year.

The two casinos passed so-called "shakedown cruises" earlier this week in which the gaming commission worked undercover to test dealers, security and other operations. On Friday, Secretary of State Judi Moriarty said a statewide recount of the April 5 vote on the riverboat amendment showed it lost by a margin of 1,412 votes out of more than 1 million cast. The proposal, Amendment 3, would have allowed the legislature to decide what games can be played aboard riverboats on the Mississippi and Missouri rivers. Prior to the recount, the official tally showed the proposal failed by 1,267 votes.

The proposed amendment was put on the ballot by lawmakers after the Missouri Supreme Court in 'January ruled that games of skill such as poker are legal under the state Constitution, but games of chance, such a slot machines, are not.
