Colleges would control aid: Mandel ANNAPOLIS (AP)-Only two weeks after expressing doubts that the General Assembly would agree to give up its scholarship program, Gov, Marvin Mandel announced Wednesday that his staff is drafting a proposal to give control of all aid funds to the colleges. Although' details have not yet been worked out, the governor said his plan would tie up in one package all existing state programs, including legislative scholarships, general scholarships and the tuition waiver programs. Under his plan, the money would be allocated to the colleges which would dispense it to students through each institution's financial aid office. Mandel said such a proposal would make it possible for the colleges to give out funds "on a need basis" and to "tailor financial help to the needs of individual students." Disclosures that awards were being made to children of legis- lators and their political allies have led to demands in recent months that the legislative scholarship be abolished. Among those who have received such aid was the governor's son, Gary, who was awarded a scholarship by a Baltimore City senator 10 years ago.

While defending his son's scholarship at a news conference two weeks ago, Mandel said he thought the program should be handled in some other way. However, he said then he did not think it would be politically possible to enact legislation abolishing the program. There was no explanation Wednesday as to why he has now decided to make the attempt when the General Assembly convenes next January. The governor said he will meet soon with leaders of the state Senate to discuss his proposals. Lt.

Gov. Blair Lee, who proposed the plan to Mandel, has already explained it to members of the Legislative Council's Ways and Means Committee. A plan submitted several years ago by former Gov. Spiro T. Agnew to scrap the whole scholarship program, in exchange for a much broader student loan program, died before it ever got out of the Senate Finance Committee.

The status of the tanker is further complicated by four missing crew members who jumped ship, making the Kings land Trader liable for a $5,000 fine for each missing man. In addition, customs officials say another seven crewmen are being deported. While the ship's fate is hem? clarified, the captain is living in a Baltimore hotel and "every once in a while" visi's the Kingsland Trader, Herd said. Herd said the captain "is welcomed" on the ship but acknowledged there is still friction between the Filipino captain and the Chinese crew.
