OZARKS The News-Leader woncer By Robert Keyes Xhe News-Leader The Springfield Firefighters Association Mias ratified a new wage agreement with city -officials and the Springfield Police Officers "Association has reached a tentative agreement with the city. But service employees representative Shikany feels cheated. "At this point the negotiating is over," said Shikany, who represents the Local 50 "Service Employees International Union. The city's "final offer" Friday morning to his nearly 300 outdoor city workers is a "very, very meager 1 percent wage increase," said Shikany. He was asking for a 10 percent raise, he said.

If approved, the wage agreement would go into effect July 1. It would eliminate a daily overtime pay system for one that's effective after 40 hours, Shikany said. Workers would pick up the Martin Luther King Jr. holiday, but Shikany says the city is trying to account for an anticipated $75,000 cost for the holiday with the overtime change. "They tied (the overtime change) to the agreement in order to blackmail us, so to speak, to accept it," Shikany said.

By refusing the offer, the workers would be perceived as being against the holiday, he said. City personnel officials could not be reached for comment Friday evening. Shikany 's group whose pay scale ranges from about $14,000 a year to more than $22,000 will vote on the offer next Wednesday, he said. Springfield Firefighters Association President Larry Giggy said members of his group ratified a new agreement Friday night. The plan calls for 2-percent salary increases for firefighters at the top of the pay-scale.

The SFA represents 187 workers. Meanwhile SPOA members will vote June 24th on a package its executive board ratified Thursday, SPOA President George Larbey said. Larbey would not discuss the terms of the one-year agreement which benefits the 240 police patrol officers, corporals and detee; Lives in the association. Though not totally satisfied with the fer, "this is a compromise," Larbey said, i "Obviously I don't think you go into gotiations and get all that you'd like," he-said. Negotiations also are continuing the lfr cal chapter of the American Federation of State, County and Municipal Employees.

Melvin Lee Cook, 33, pleaded guilty Friday to an ethnic intimidation charge. Cook, who is white, was sentenced by Greene County Circuit Judge J. Miles Sweeney under a plea agreement. The agreement calls for the two-year term to run at the same time as a Christian County burglary the judge. The charge listed only one but the crime actually had three, victims, black men aged 22 and 20 and a 16-year-old black youth, prosecutors have said.

Cook originally directed racial remarks to five black men, reports said. Cook and two other men left the lot and returned a few minutes later with five more white males, police said. Cook apparently got out of a car waving a knife and ran after the three black victims. Cook is the second Greene County defendant to be sentenced under the law, which went into effect about three years ago. The crime is a Class felony.

Punishment ranges from a county jail sentence and a possible fine, to a maximum of five years in a state prison and a $5,000 fine. No one was seriously injured in the assault attempt Aug. 2, 1990, in the Kwik Pantry parking lot at 1360 E. Division reports said. John's Regional Health Center, Springfield. He was born in Jacksonville, III. on June 7, 1959, the son of Richard Lee and Rose Potter Black. He Is survived by his parents of Jacksonville, a brother, Larry Black, Jacksonville, a sister, Mrs. Doug (Angela) Chamness, Pana, paternal grandparents, Paul and Gladys Black, Jacksonville, maternal grandmother, Mrs.

Florence Young, Jacksonville, a nephew, Derek Chamness, Pana, and several aunts, uncles and cousins. Mr. Black was a manager and paramedic of the Cedar County Ambulance District connected with the St. John's Regional Health Center, Springfield. Prior to that, he managed the ambulance service in Schuyler County, III.

Blanton KISSEE MILLS Maxine V. Blanton, 68, Kissee Mills, died at 1 2:1 5 a.m. Friday, June 14, in Plantation Hills Rest Home, Forsyth. She was born May 18, 1923 to Bird and Nola McCefferty. She was a member of the Baptist faith.

She Is survived by her husband of 45 years, Ross; and two sons, Johnny, Battlefield and David, Springfield; a brother, Paul McCefferty, Springfield; two grandchildren, Mindy and Shane Blanton, Springfield; and several nieces and nephews. Otis L. Hutsell Otis L. Hutsell, 79, Springfield, died at 1:30 p.m. Thursday in Maranatha Village.

He was a retired car Inspector for Frisco Railroad and a member of Broadway Baptist Church. He is survived by a son, Dr. Gene Hutsell, Spartenburg, S.C.; two stepsons, J.C. She was a member of Order of Eastern Star Alpha Chapter No. 507 in North Kansas City, Timothy Baptist Church where she was church treasurer, Ladies Auxiliary Director's Staff and Ararat Shrine Temple. She is survived by her husband, James Thomas McArtor, Oak View; a daughter, Andrea Re-beca McArtor, of the home; a son, Stephen Ray McArtor, Excelsior Springs; and two grandchildren. Ethelyne Pieniadz Ethelyne Pieniadz, 64, Springfield, died at 1:14 p.m. Thursday, June 13, in Cox Medical Center: South after a short illness. I She was born in Clever Sept. 25, 1926, the daughter of Finis and Ethel Cobb Hudson. She spent most of her life in the southwest Missouri area and also taught school in the states of Georgia, Texas and Missouri.

She married Edward Pieniadz Sr. Sept. 25, 1947, and he preceded her In death in May of 1984. Survivors include a daughter, Rebecca Pieniadz Cheng and husband, Jim, Houston, Texas; three sons, Edward Joseph Pieniadz Springfield, Michael Joseph Pieniadz, Springfield and Larry Joseph' Pieniadz, San Diego, a grandchild, Brian Cheng, Houston, Texas; and a sister, Mary Lou Phillips, Springfield. Graveside services will be at 2 p.m.
