The right to vote merely ono thing, whilo the right to appoint is quite another. The former may fail to execute the power, while the latter surely results in the execution of the power. In tbe last case, by the proper appointmouts by tho County Court of the number of directors which the ratio of its stock authorizes, and certifying tbo same i'rom its minutes to the incorporation, theif act ia legal and binding, sad can not be controlled in any man ner or ufieotcd by the acts Or votes of tbe individual stockholders. Besides, in the way the public are informed in the only way known to the luw who constitute those who have been chosen-by the "county of Galveston" ia its equivalent to its -utock." It is easily perceived that if this rule be not the correct one, then in case the in dividut.1 stock should be increased to ono million, the individual stockholders could, by ovcr-ridiog tbe vote of the" county in num.
