beautiHl to see What a captivating person We would always be Sincerely Juanita Whitehurst The battle over changing the Rules Committee of the House is scheduled to be settled Tuesday All the signs are that the change will be made as proposed by Speaker Sam Rayburn But by a very narrow margin The delay of the vote from last Thursday and the irritation of the Republicans over that delay would indicate that the administration was a little worried and needed more time to work on some of the fence-sitters It might also indicate that Sam Rayburn needed some time to bring up his secret weapon That secret weapon is tne open support of the President for the Rayburn Plan It was intended to serve notice on those who were wavering that the President wanted their support And if there is anything a member of Cpn-gress likes it is to be the decisive factor to winning a victory and have the President know it At his press conference President Kennedy spoke out Of course he said that he would not attempt to infringe on the responsibilities of the House to decide how to deal with the Rules Committee But that was a little thick coming as it did with the statement: As a private citlezn I do not think a small group of congressmen should have the power to prevent the fuU House from voting on a measure John Kennedy can no more speak as Abuse Of Power A most strange thing about the fight over the Rules Committee is the way everybody seems to ignore the main question as if by mutual consent and battle over something of relative unimportance Everybody is talking about the fight to get control of the Rules Committee away from Howard Smith of Virginia But that is not the important thing at all The real evil that has existed for many years and makes possible the career of Howard Smith is the ex-tradordinary and completely unwarranted powers vested in the Rules Committee We are not doing one thing to remedy that All we are thinking about is taking that power away from one group of men and then turning right around and giving it to another group of men That does not make sense It is not the power of the present chairman of the committee that needs to be curtailed but the power of any man who is chairman of that committee We are not doing that at all The newly-organized committee may be willing to facilitate the passage of bills the administration wants But the men on that committee will have the power to block pro-liberal bills One is just as bad as the other Both are equally wrong We are in complete agreement with the idea expressed by President Kennedy when he said
