None of the Lao generals was willing to send reinforcements to Gen.

Vang Pao, the commander of the 2nd military region. The general's Meo tribesmen soldiers have been taking the brunt of recent North Vietnamese attacks in Northern Laos. Lao military sources said that Premier Souvanna Phouma himself requested additional help for Vang Pao, who has lost most of his able-bodied Meos in military ac-t i against Communist forces. Meanwhile, Thai troops in northern Laos are taking serious casualties, now estimated at 700 killed in action, over half of them this year. The high casualties were caused because the Thais made infantry charges up the hill slopes at Ban Na, on the edge of the Plain of Jar against dug-in North Vietnamese machinegunners.

Lao troops who did not expose themselves to fire in the same action suffered few casualties. Thailand's two battalions that took part in the Ban Na attack were further decimated by three accidental United States air strikes on them. American errors took place on April 1, April 4 and April 6 this year on Thai battalions 904 and 600. By The Washington Star VIENTIANE, Laos, The Nixon administration reportedly has a new scheme for paying Thai troops operating in Loas if the Senate prohibits such United States payment, according to informed sources here. The idea is to hide payment for Thai troops serving in Laos in funds earmarked for Thailand itself.

"Formation of a force for antiguerrilla activities in northeast or northern Thailand will be announced, the sources said. "But these Thais will be sent to Laos and the money for that force will be used to pay for the Thais already serving in Laos." The sources had no doubt that this scheme would succeed. They said that although many regular Thai units were used in Laos, the Thai government as a whole was not fully informed of the situation. The United States govern-in according to the sources, makes lump sum payments or bribes high-ranking members of the Thai army and government for the use of these units. In the same way, some units are recruited from northeast Thailand, where Lao is the ethnic tongue.

The government reported a sharp increase in personal income and a rise in home building during May, and one of the Nixon administration's top economists predicted a boost in consumer spending that could help pull the economy out of the doldrums. Prices were mixed on moderate turnover on the American Stock Exchange. The Amex index dipped 0.01 to 25.70. Volume aggregated shares, down slightly from 3,310,000 shares traded a day earlier. NEW YORK (UPI) Stocks rose slightly in moderate trading today.

The noon Dow Jones industrial average was up 1.38 at 909.97. Standard Poor's 500-stock index showed a gain of 0.19 at 100.71, and advances topped declines by more than 200 issues, 652 to 441. Prices were firm in moderate trading on the American Stock Exchange. Of the 860 issues traded, 353 pointed higher, while 256 retreated. Economic news continued to indicate the nation has recovered from last year's recession, but it was of little help to the stock market which closed irregularly higher on moderate turnover Wednesday.
