I know of no Instance where these facilities have been requested by Hoffman. It is the custom, for lnistance, in more than 7.000 communities, to send the fingerprints of suspected persons to the department of justice for checking on previous crimes. It has been learned that no fingerprints of Paul Wendel have been received in Washington. No specimens of his handwriting have been forwarded for comparison with known writing on the ransom notes, and this in spite of the fact that It is one of the first corroborator) necessary to Wendel's confession. It goes on through the list.

Why was the detention kept secret? April 2 (T-6pe-elal sugar legislation took definite bape In congress Thursday as representatives from augar states studied proposals to maintain production quo-tas, Increase benefit payments to sugar growers, and provide revenue to finance the program. Awaiting consideration by the senate agriculture committee was a bill by Senator Edward P. Costlgan D) of Colorado to re-enact most of the pro-Visions of the Costigan-Jones augar act, which was supplementary to the Invalidated agricultural adjustment act but still is on the law books.

The measure would eliminate processing taxes provided in the old law but would revive benefit payments of 60 cents a hundredweight of sugar. The payment, however, would be rontlriRcnt upon certain requirements dealing with child labor, minimum wages, and maximum working hours, equitable distribution of sugar crop proceeds, and production of the crops within allotted quotas. Except for a few changes In the legal form of the provisions, the Costlgan bill would provide for quotas almost Identical with those tn the original measure, which sot production at 1.550,000 tons of beet sugar and tons of cane sugar annually. All domestic consumption above that quota production would be alloted offshore producers as formerly. In Cosligan's temporary absence from the city, his office announced the bill was designed to "continue social and economic gains made under the Costlgan-Jones act." That act will expire December 31.

1937. While study of the new Costlgan proposal advanced, the congressional augar bloc worked on a proposal to levy an excise tax of perhaps 50 cents a hundred on sugar to provide revenue to Increase benefit payments. The bloc will propose the plan to Fresldent Roosevelt, seek an administration commitment that enough of the tax yield would be used to Increase benefits to growers equal to those paid under the AAA, and then propose the sugar tax to the house ways and means committee as part of the administration's new tax program. Under the soil conservation act augar crop growers would receive only J2V4 cents on a hundred pounds of augar, raw value, provided they devote half as much acreage to soli building crops as they do to sugar crops. That is from four to five times less than the payment under the invalidated AAA.
