Nielsen ratings. ABC's "The New Land" series proved the nation's least-watched evening entertainment show for the third straight week. The ratings for the third week of the new TV season showed three new series CBS' "Rhoda' and NBC's "Chico and the Man" and "Little House on the Prarie" among the nation's 20 most popular shows.

Sonny Bono's new variety show on ABC fared poorly again in its second week on the air. Three veteran series ABC's "Marcus Welby" and "Odd Couple" and NBC's continued to get low ratings. As in the past two weeks, all the shows aired by ABC Friday and Saturday evenings were among the nation's lowest-rated programs. However, ABC said Tuesday that it had no immediate plans to revamp its program schedule on those nights. The 20 highest-rated programs for the week of Sept.

Reinecke resigned Wednesday on his day in office just minutes before he received an 18-month suspended sentence in Washington for perjury in the ITT affair. As a convicted felon, he could no longer hold state office. Gov. Ronald Reagan, who aiMma lumunnuw mum: i appointed Reinecke in 1969, planned to Fill the vacancy today. As recently as April, the 50-year-old Reinecke was considered the front-runner for the Republican nomination to sue- ceed Reagan.

But after the perjury indictment was returned by a Watergate grand jury, Reinecke was swamp ed in the June 4 primary by Controller Houston I. Flournoy. Reinecke maintains he is innocent and says he plans to write a book entitled, Help Me God." He said he will appeal the conviction. Reinecke has put his suburban Sacramento home up for sale and has been living with his family on his ranch near Placerville in the Sierra foothills east of Sacramento. He also has advertised his cattle in an effort to pay off his legal debts.
