That revision has passed the House and is sitting in the Senate. Proposals to drop a financial disclosure requirement have been drafted, though not formally introduced. By Mike Glover Associated Press DES MOINES There's an extremely quiet move afoot at the Statehouse to strip the state's new ethics law of a key financial disclosure requirement.

The outcome of that debate will be an early test of just how embarrassed lawmakers were by last year's Iowa Trust Fund scandal. Most of the debate so far has been on sections of the law prohibiting legislators from taking gifts except for food and drink worth less than $3, and on whether an independent commission should be created to enforce the law. There's another part of the law, however, that's drawn quiet fire. It requires lobbyists to disclose what they are paid by the various interest groups seeking to influence legislation. Though that hasn't gotten a lot of attention, it goes to the heart of the ethics law.

That law, after all, was designed to break what many had viewed as a too cozy relationship between lobbyists and lawmakers. Forcing lobbyists to make public that forces are paying them, and how much, is basic to severing that link. While wining and dining is easy to understand, the disclosure requirement deals with how much money is being tossed around. Money is power in politics, and understanding where it is being spent is key to understanding the forces at work. Lobbyists, quite predictably, hate it.

They are not a bit happy at the thought of being forced to make public the often-fat fees they get for seeking special favors from the Legislature. For one thing, it makes their job tougher. When legislators and voters know that some business interest is paying thousands of dollars to get, say, favored tax treatment, it becomes a much tougher There's another factor at work. The recession and the widespread perception that this year's Legislature isn't going to do much have combined to force many businesses and groups to take a hard look at the money they are spending on lobbying. And some have cut back.

That's led to heightened competition among lobbyists for clients, who are worried that making public their fees could Associated Press CEDAR RAPIDS Two Cfcdar Rapids men who plotted to kill their brother and then were blackmailed when they backed out have been handed suspended sentences. James Ross, 41, got a year suspended sentence on a lesser check charge. Both were ordered to make restitution and to pay attorney fees. Neither brother said anything in court and both declined comment after the sentencing. Police said earlier that the Rosses told them they had hired Kevin Moore, 23, of Cedar Rapids, to kill their brother, Robert. But the brothers became victims of blackmail when they backed out of the deal.

Bust damages marijuana network start something of a bidding war. Free enterprise is not a significant factor in the debate. They are moving to persuade the Legislature to strip that provision from the law, though it hasn't been among the sections drawing public complaints. It will be an instructive fight. A lot of legislators privately hate the new law.

They miss the wining and dining that used to make legislative sessions a social whirl, and they resent the intrusion that public disclosure brings to their private accommodations. In reality, if there was a way the Legislature could simply dump the entire law without anyone noticing, it would do so in a second.
