The first of these, according io the institute, lies in the domestic situation at home. In the second place, while there exists in the Philippines certain mineral resources in which Japanese are interested, nevertheless, the raw materials of which Japan has the greatest need, especially petroleum, raw cotton and wool, are lacking there. In other words, the great resources of the islands are largely agricultural, the same as Japan herself, and therefore do not present a vital interest to Japan. The one great mineral interest in the Phillippines, the institute finds, is that of pig iron and of which 500,000,000 tons of grade ore, now totally undeveloped, are estimated to exist on the of Mindanao alone. However, Japan already has access to this supply of iron.

To date, Japan has been able to secure there only about 600,000 tons in one year as against an annual need of 2,000,000 tons. But as fast as the Filipinos develop the mines they are assured of a market in Japan, while Japan' in. turn is assured of a supply at a cost far less than can be bought elsewhere. The institute also points out that while Japanese emigration to the Philippines has been unrestricted, nevertheless comparatively few have availed themselves of it. The present Japanese population in the islands is placed at 25,000 as against a total population of 14,000,000.

The most of these are engaged in the hemp fields of Davao which are under Japanese management; as proprietors of small Japanese shops selling the usual Japanese goods which the Filipinos are glad to purchase because they cost less than those from other countries, and in an extensive fishing industry in coastal waters.
