Bill Richardson dipped into a dwindling pool of federal stimulus funds Wednesday to restore breakfasts at elemen- tary schools and scale back recent cuts to the child care subsidy program. Richardson said about $2 million in stimulus funding will be used to offset reductions in reimbursements to child care providers who accept state-sponsored child care subsidies.

The announcement was the latest in a string that has stirred up a nest of parents and providers. Last week the Children, Youth and Families Department said parents who made more than 100 percent of the federal poverty guideline would have their child care subsidies taken away, due to budget shortfalls. The change affected thousands of families since the earlier cutoff had been 200 percent of the poverty guideline. Gov.
