And the development of cervical cancer and death is avoidable if women will simply have yearly examinations and Pap smears.

Read on for another response: DEAR ABBY: The man in Florida who acquired genital warts from his girlfriend after having sex with her for the first time was under the false assumption that had he used a condom he would not have contracted this virus. Condoms are ineffective in preventing the transmission of genital warts or herpes. They are transmitted by intimate skin-to-skin contact in areas that the condom does not cover. These viruses also shed beyond the "protected" area. Transmission of genital warts also can occur through secondary contact, such as fondling, foreplay and petting.

Abby, please make this clear to your readers: The 12 percent failure rate of condoms in the prevention of pregnancy alone argues against their use for preventing an incurable or fatal disease. People must understand the ineffectiveness of condoms. The only safe sex is a mature, mutually monogamous relationship with an uninfected partner. DEAR ABBY: I was interested to read the letter about genital warts from "Keeping My Pants On in Florida." As a ii i gynecologist, I agree that prevention of sexually transmitted disease is the best solution to this enormous medical problem. The same sexually transmitted virus that causes genital warts (HPV) is the most common cause of cervical cancer. The more sexual partners you have had, or the more partners your partner has had, the greater your risk of coming into contact with this virus. Another important risk is the age at which a person becomes sexually active, since during adolescence the cells of the cervix are more susceptible to this infection. Therefore, intercourse at an early age increases the risk of getting cervical precancer and cancer.

Tonight's By Mike Hughes Gannett News Service Tonight's must-see: Frasier, 8 p.m., NBC. Even when its star is missing, this show does great work. Let's see Love Lucy or Lassie try that. Tonight, Frasier has the BeKSt Bets for flu and Niles has non-functioning air-conditioning. He also has a visit from Daphne, for whom he has an eternal love (and lust).

The result brings a take-off on JJ Dear Abby 'Frasier' on NBC proves to be episode of steamy Southern romances. It's hilarious. Tonight's must-see (cable): A Touch of Frost: True Confessions, 8-10 p.m., Arts and Entertainment. There is a bitterness seething through the marriages here. Spouses belittle, deceive and (perhaps) kill each other.

We soon wonder whether anyone in England is happy. Graded on a curve, the royal marriages might be blissful. Still, Detective Jack Frost (David Jason) must figure out who killed whom and must find a way to prove it. The result is richly written, solidly acted and worth watching. Other choices tonight include: Alien Nation: The Udara Legacy, 7-9 p.m., Fox.

The legacy of Alien Nation has been quite good. The series reached the then-wobbling Fox network, during a tough time. Science-fiction was almost invisible; feelings about outsiders were negative. Then the series (and the movie before it), put the issue in sci-fi terms: A spaceship crashlanded on Earth, suddenly freeing a race of former slaves. Called the Newcomers, they were given strange names and odd looks.

They felt instant alienation. That series struggled and disappeared, then returned for five Fox movies. Here's the final one, with a strong story. We learn that some of the hilarious from dysfunctional colleagues, played by David Spade and Wendie Malick. NYPD Blue, 9 p.m., ABC.

Martinez is obsessed with catching the guy who assaulted Gina. fl P.O. 9 p.m., PBS. This documentary is called Blacks and Jews; it looks at the changing relationships between the two groups. Also: TNT has a cowboy marathon, promptly reminding us that all westerns aren't created equal.

Riders of the Purple Sage (7 p.m.) is a brilliant film by Charles Haid. Rough Riders (with the first half airing at 9 p.m.) starts fairly well, then gets much better. Ulzana's Raid (11:05 p.m.) is nasty and despicable. 7 p.m.: Land of the Free. 8 p.m.: Genetic Time Bomb.

Here's the second half of a miniseries rerun. Harry Hamlin does bad things; Kelly McGikllis suffers. Home Improvement, 8 p.m., ABC. What do you do when you must suddenly help deliver a baby? Naturally, you call the all-knowing Wilson. Just Shoot Me, 8:30 p.m., NBC.

This comedy did well enough in a trial run to land the time slot behind Frasier. It returns tonight, for reruns until the new season starts. Here's the opener, with Laura San Giacomo as a writer, reluctantly joining her dad's magazine. The best moments come 1:30 p.m.: Family Storytime. 3 p.m.: Ghost Stories.
