The idea started, Dobson says, with his wife, Susan. She spotted Dead Air, a novel about a tough New York consumer investigator who sticks his nose into a murder case. "I couldn't put it down. It's as if the writer and I hung out together as kids." The author was Mike Lupica, a New York sportswriter. And the turf, Dobson says, was a throwback to his own years in Queens.

That's where Dobson was one of seven kids in an Irish Catholic family. He went to the Army, worked for the Long Island railroad, then was nudged into acting. "I was still working on the railroad at the time," he recalls, "not giving up my day job, so to speak. I really wasn't sure it would last." But working with Tom Ewell turned acting from an experiment to a passion. "I've always felt that commitmement is not a sometimes thing.

When I get into something, I get into it all the way." His break was in Kojak, playing a young cop. "They turned me down twice, but Telly (Savalas) insisted." More shows followed, leading to Knots Landing. Producer David Jacobs credits Dobson and William Devane with turning the series around, adding some extra male impact. And now comes the movie, with Susan producing and Kevin starring. "I'd like to do this character in more movies," he said.

Ted Turner has won another of his little victories. This time, the losers are CBS and about half the American families. When Turner paid $1.7 billion for MGM, he searched through his new treasures. There were 2,000 movies, led by Gone With the Wind and The Wizard of Oz. There were 1,000 cartoons.

And there were happy surprises, including two Dr. Seuss cartoons. One (Horton Hears a Who) is substandard, but the other is How the Grinch Stole Christmas. Brilliantly written and superbly animated (by Chuck Jones), it is one of TVs greatest creations. Turner promptly boasted that he would raise the price until CBS couldn't afford the Grinch.

Then hed show it on his cable networks. This year, the only people who can see the cartoon are those with his TNT network, at 8 p.m. Saturday and 10 a.m. Sunday. This is a Turner triumph of sorts; alongside the new Butter Battle Book, TNT now has two masterpieces.

But the move also means many people will miss an annual tradition. Why is Turner looking oddly like the Grinch? That's part of an interesting Sunday. Highlights include: Two films that overcome their pedestrian writing. The Golden Child (9 p.m. on ABC) has Eddie Murphy and plush photography; Nature (8 p.m.

on PBS) has intimate closeups of gorillas. The latter even includes scenes of gorillas mating and passing gas; they seem to be equally unappealing. The third round of Ann Jillian, at 8 p.m. on NBC. I thought the first two episodes were pleasant surprises, sometimes giving terrific lines to the immensely likable cast.

And Money, Power, Murder, Highlights Tonight Write to Mike Hughes, Gannett News Service, P.O. Box 7858. Washington, D.C 20044 scored high ratings for CBS and may well score big for Turner. The late Boris Karloff narrates. 1a.m.
