Originally the plans for the new Brooklyn Bridge terminal and the municipal building included this block. Then the plans were changed and a separate plot for the municipal building was decided uptm. The block bounded by Park Row and North William street was then held, with the idea that it might be used In the construction of a liridsre connecting subway loop, but it was later learned that the site could not be used for sucfc purpose.
