I) buda very CTious and grlevon mistake In pot communicating th tact in tbls case, and jnstlficaUon of the acts of the military authorities at New-Orlean, to Gen. Lm and the world, after he had opened up correspondence with the Confederate authorities on the subject. Las, according to Jr. Da via, addressed Haiaick concerning the case on the Cth of last Jul, and gain on the 2d of to which latter IIalleck replied on Aug. 7, stating that he had no authentic infopnatlon the matter, but that he would immediately take measures to ascertain the and inform Gen.

Las thereof. Subsequent efforts were made by authorized Confederate agents, tut no reply has to this day been furnished, and Jeff. Davis says that our Government thus tacitly admits the facts as he states them. Hallkck should either never hare policed the cse at all, or should hare cleared 4t up not for the satisfaction of Jsrr. Datis, "bat for the honor of our Government, and the jrredit of our military rule.

As It is, this rebel harge against us of atrocious, barbarous and illegal cdnduct haa gone but to the entire World, not only not rebutted, but virtually admitted by our Government. 28. THE HUIC1I rBOTKST. fence the protect of the Mexican Minister in regard to agents of the French Government being ermitted to purchase and ship supplies for the Trench army In Mexico" Secretary Sxwaan has concluded to refer to the Secretaries of War and the treasury the question as to what articles are contraband of war, with riew of permitting Doth nations equal privileges outside this list. By this' action It is Intended to place both French and Mexicans on the same footing. THE GOVIKBMKKT riSAHCXB.

Messrs. Stevens, Spauldlng, Hooper, Merrill and ay Bard, cosoposing the majority of the Committee of Ways and Means, are In the city, and propose tomorrow to enter formaUy upon the business of con-etderlng the various plans proposed for supplying the Government with money for the present and ensuing Xscal years. The bill published by one of your co temporaries on Saturday is erroneously designated as a Committee bill. This error tends to mislead the fublle, as the Committee as yet has so bill, having waited for action on the part of Secretary Cbasb. Kelther is that portion of Mr.

Cham's bill printed in the same paper in the shape in which he invites actio oa the part of the Committee. As he explained la hie letter, and as stated In eur Friday's dispatch, be will himself materially modify the first section la such a way as to limit the amount of the various issues proposed, unless the Committee, by immediate action ia the same direction, shall relieve him from this labor of detail. The views of Secretary Cbabb have undergone no modification Jn regard to the currency. He admits the possible necessity of issuing two or three hundred millions more of demand treasury notes, not so much to give Government money directly, as to supply the country with sufficient currency for Its business wants, and thus enable it to lend the Government when the latter desires, to borrow. The Secretary Is inflexibly opposed to aa inflation of the currency, as Inevitably tending to bankruptcy and repudiation, rile also desires the repeal of the convertibility clause, which in his opinion stand directly in the way of any considerable loans being made, and but for that, he satisfied that the army arrearages might all be paid off at once.

The Committee of Ways and Means propose immediately to accomplish this last desirable result by special legislation. The popular Impression that the cause of the Government not navlng sufficient money to pay off the soldiers, is a Mechanical difficulty ia the way of the notes being printed with sufficient rapidity, is an error, as no such difficulty exists, the real cause being of a finan- elal aature. erji. The holiday entertainments 'at the various places of amusement have been attended with the usual festive gatherings during the latter part of last week. Monday, Tuesday and Wednesday preceding Christmas were, of course, less acceptable ia their results to the treasuries, being affected by the dullness which usually precedes the holiday times. The young folk, however, are in such force now that there is no fear of a relapse, and, in truth, the bills are attractive enough for them and for children of a larger growth. At the principal show-piece establishments there will be no change. Thus, at the Winter Garden the "Lakes of Killamey at NIblo's Garden, Faust and Marguerite at Laura Keen's, Blon-dette at the Old Bowery, Little Red Riding Hood" and the Schoolmaster (Fox is excellent in and at Barnum'a Museum, the "Colleen Bawn are still the all-sufficient attractions.

A more intellectual feast than can be found at these establishments is provided by Mr. Wallace, whose bulletin for the week is as follows To-night, the Invisible Husband to-morrow night, the School for Scandal on Wednesday, the Clandestine Marriage on Thursday, the Invisible Husband on Love and Money," and on Saturday, (for the last time,) ABachelor of Arte." Since I wrote you last there has appeared in the Diaro, of Santiago de Cuba, some late Information respecting the whereabouts of that Flying Dutchman, the Alala-nta, which puts her as cruising at present about the West Indies; The above-named periodical of the 10th init says as follows: On the departure of the Fiench mail steamer Tampuo (rem Fort de famous champion of the South, the Almbamm, had three davs previously left that place, in tr ite of the steamer San Jacinto, that was chasing her. The circumstances respecting this affair, are ratter curious, and we learned them from one of the passengers by the Tain-fnco to this port, who is worthy of teing believed.

The French authorities were obliged to restrain the excessire zeal of the Yankee suilors, who considered themselves sure of their prey, which every day gives them such unpleasant moments. The Captains of both steamers were accustomed to see each other oa snore, and in one of their frequent meetines the Captain cf the Alabama said to the other of the San Jacinto 1 have only 160 men and 12 trims, whilst you have 600 of the one and 30 ot the ether; if vou promise not to use your guns, 1 will board xeu, take you The Captain of the San Jannto would not accept the challerite, telling nim he was in every way sure of getting him. The Captain of tte Alabama, with-out payiug attention to la at bravado, apparently busied himself in constructing a raft with large bundles of dry grass and pitch, wltnin view of his opponent His firftulea must no doobt have been to provoke an attack, but on the last night or two, which were vcrv dark, the Captain of the Alabama, whose vessel is a screw-steamer and goes at the rate of nineteen knots aa hour, made some false masts and yards ith bamboos and the tope of the palm tree, placed lights to make the deception more complete, and tuied-eat with full steam up by the side of the San Jariuto The mistake of the Captain of this last, who took ft for one cf the French transports that are continually entering and going out of the harbor, was so great that he was for (onr day cruising cauide, irwul.ig ia the prospect of his prire. At the same time that be learned the certainty of his having been outwitted, he also received intelligence that the Alabamt had burnt aa American schooner from Saint Pierre."
