Information reliably derived from rebel neighbor hoods, leave no room for doubt tbaf the rebel masses, including both citizens and; soldiers, are at last thoroughly disgusted with the war, and anxious to be relieved at almost any price. 1 The severe tension of the last two years Is now beginning to react visibly and it is impossible that the reflex of feeling and sentiment shall not soon sweep the leaders from, the po-Csltioaa they have attained by a mixture of force and fraud. abupplemkntabt The opinion seems to be gaining ground that the President designs -sending to Congress a Supplementary Message, when it shall be ready to proceed to business, and that there are many reasons why such a communication can be made more satisfactorily at that period than at present, 'i' I Among the nominations to-day seat to the 8enate by the President, was that 'of Judge Davis for Associate Justice of the Supreme There were also a large number of reappointments submitted.

The Senate-went' into Executive session, and after referring these nominations to appropriate Committees, adjourned. Among these appointments are Geo. fafeb; faou ikdiab COBB husks. Commissioner Nswtos, of the Agricultural Department, received this morning from Dr. A. R. A.Yoa Wxlssacb, Director of the Imperial Printing establishment in Vienna, a number of specimens of paper, manufactured from the husks of Indian core.

Also, specimens of yarn, linen cloth. Ac, made out of the same material. Also specimens of malxe flour, (the only nutritive substance of the corn-shucks) obtained from the" mesa. The paper has the appearance (and apparently the durability) of parchment, and fer printing purposes is excellent, as is shown by some of the samples which have been thus used the Impression of the type being a great deal clearer than on paper manufactured from cotton rag. The most remarkable thing in regard to the process of its manufacture is simplicity.

The humblest laborer can learn; the process of manufacture after an hour's instruction, and is enabled to effect tho production of any of the above-named articles in the cornfield itself, without the slightest expense. In view of the high price ef paper for printing purposes and the; scarcity of material for its manufacture, the introduction of this article into the market would work a complete revolution in the production of the article; TBS CALIFORNIA LAKD TITLES. The resolution of Senator introduced yesterday, calling upon the Attorney-General for a return of th sums of money paid for the Investigation ef the land titles in California, and other legal services connected therewith, Is a drive at the present Secretf ry of War, who. It Is said, was employed and received in some of those cases upwards of 423,000. It appears that the Secretary of the Navy has ap-i pointed a very large number of Midshipmen to the Naval 'Military Academy without authority, and a 'resolution wis yesterday offered in the House calling upon him for Information, lit Is also stated that appointments have been made from localities where the parties did pot reside.

There is a good deal of feeling among ttie members in regard to the matter, and they are determined to probe it to the bottom. i A SICK SOLDIER DTIKQ IW FBISON. An iavalldj soldier was recently sent here without the proper pass, and waa thrown into the guardhouse, while suffering from; an acute diarrhoea, and left In an unfurnished cell, without attention for several davs, till he was finally found dead one morning on the floor, Such a ease la a disgrace to the authorities, and should receive rigid Investigation. REMOVAL OF THE SICC Several hundred convalescents were to be sent today to their regiments tn the Army of the Potomac, from the hospitals here. A number of sick will also be removed to Philadelphia and New-York to-morrow.

SUICIDE OF OA FT. EL WOOD. A good deal of excitement Is caused by the suicide; last nlftht, of iCapt J. E. Eiweon, aa inmate of the Carroll Prison, adjoining the Old CepltoL Cant.

was an Officer of. the regular army, and was for some time Mustering and Disbursing Officer, but about a month preceding his arrest, was relieved and placed on duty in New-York. While there he was' selected ss Colonel of one of the New-York Regiments, but shortly afterwards was arrested by order of the Secretary of Wari and committed to this prison, in which he has been kept In close confinement for about three months. He was a native of Pennsylvania, known to a large circle of very popular among his friends, and great complaint has been made in consequence of the rigor of his confinement upon unknown charges. This last feeling will be somewhat modified when it becomes' known that his guilt, generously disbelieved by partial friends, was acknowledged during his confinement, in a written confession of frauds on the Government, which he afterward endeavored to recall, but was unable to rescue from the inexorable grasp of the War Officer.

The suicide was committed by severing the jugular vein with a pocket knife, and he was this morning found dead in his cell. A military inquest was held on the body. 1 CAPTURES OJ THE LOWER POTOMAC.
