(AP) Rick Mears said he was "running slow," during Sunday's Indy Atlanta Classic, but he managed to run the fastest Indy-type race ever in winning the 150-mile event at the Atlanta International Raceway. Mears, this year's Indianapolis 500 winner, averaged a record 182.094 mph for the victory, finishing more than a lap ahead of second-place Gordon Johncock, who ran out of fuel on the last lap. "I FELT I was running slow," the 28-year-old Mears said. "All I was trying to do was keep everybody in sight and save my equipment. I didn't know what the heat would do to the tires." Bobby Unser, Al Unser and Johnny Rutherford ran faster than Mears, but they also found out what the heat would do to the tires.

All blistered the rubber on their right front tire. "Attrition had something to do with my win," Mears acknowledged, "but we had a game plan where I would run what was comfortable to me. I could have run harder, but I would have blistered my right front tire. "IN CONTRAST to my competitors, I set my chassis up very loosely. This cost me corner speed, but it saved me tire wear and won the race," he said.

The $14,160 purse boosted Mears' season winnings to $400,898. The victory, coupled with teammate Bobby Unser's third-place finish, gave Mears a 270-point lead with one race to go in the season. Now Mears needs to finish only 11th or better in Arizona to lock up the first Championship Auto Racing Teams point championship. A four-lap caution period early in the race reduced Mears' average speed enough that he barely missed setting a record for the fastest race ever for any type automobile instead of just for Indy cars. Tim McCarver retiring MONTREAL (AP) Catcher Tim McCarver of the Philadelphia Phillies has announced his retirement after 21 years as a major league player to become a broadcaster for the Philadelphia Phillies.

"It was a trilateral decision. Ruly, Paul and Dallas decided I couldn't play any more," -McCarver said Saturday, in a reference to Phillies owner Ruly Xarpenter, general manager Paul Owens and interim manager Dallas Green. SUNDAY WAS McCarver's lasfganw catching for pitcher Steve Carlton against the Montreal Expos, and the two-time Cy Young Award winner hurled a three-hitter in beating the Expos 2-0. McCarver has been renowned as Carlton's personal catcher. McCarver was hitless in four at-bats Sunday, popping to short in his final time at the plate.

"I ended my career getting jammed," he quipped. The Lansing Planning Board will hold a public hearing on Tuesday. October 16. 1979 at 7:30 p.m. in Council Chambers on the Tenth Floor of City Hall to consider a request by Thomas F.
