Daring my short stay bars I hava aeen freedmen chased by white rebels oa horseback, ran out of town and shot at On Sktnrday, the 8th insU, I saw a freedman publicly whipoed bessnse be addreased a young man be bed kaowa from infancy as Tom, in-atead of Master Ths young chivalry said him. self, ia my -hearing, ba had whipped him (the freedman) for calling him Tost. Day before yesterday a freedman was oeeten over the head with a stick, while another rebel stood with a tlx -shooter in his bands, because be wanted a beef account drawn off that be might see the items.

A few days siaca a freedman was chased into a private residence and subsequently run down, dragged back to town by chivalrous rebels, for no offence his life threatened if a reported ths parties. This is but a sample of what is going on in this reconstructed land. We are told by tb President of the United States that civil law prevails, to tbe exclusion of military law, and that tbe people everywhere are being protected in their rights. There ia no civil law here to reach rebels. Tbe freedman has an abundance.

Wo constable baa been found wbo will or dire serve. The freedmen bve here in terror of life. If tbe rtvil law prevails, and Is competent to protect tbe people, we would like to aee it enforced here. If powerless, it is time tae aid of the military was invoked. Tbe facts stated above can be substantiated by some of tbe best eitizena in tbia place.

There ia no agent of the Freed men's Bureau here, and if here; would be powerless without soldiers. Daring tbe coming Christmas tt not improbable that more than ens freedman will be assassinated here. 1 Your obsdient servant, W. C. PHILIPS.
