CALDWELL AssociatedPressWriter DETROIT (AP) The nation's first black-owned television station will go on the air in Detroit next month, determined to do battle with recession, ratines and WGPR-TV, Channel 62, wfll be a black island in a sea of more than 800 white-owned commercial television stations intheUnitedStates. "If an all-black station can work, it'll work in Detroit," said WGPR vice president James Panagos. "We don't believe anybody else can do as well presenting black culture as we says WGPR President William V.Banks. The International Free and Accepted Modern Masons, known as the Black Masons, is financing the TV station. White, WGPR vice president for programming, contends that Detroit blacks will respond to black-orientated TV shows. Existing stations are not involved in Detroit's black community because it's been easier to run network or syndicated shows, 5 be says. "We will have the first black soap he says.

"For many years blacks have looked at television but have never been included as part of it," he says. "What we're doing is true community access television for the black community." ByARLENELUM Gaiaett News Service i WASHINGTON The plan to maintain the family integrity of Vietnamese refugees by them in American communities as whole units, sponsored by one American family, has become impossible because of the sheer size of many of the families. The federal Interagency Task Force, which initially announced the effort to keep the 'families together, will now resettle a large, extended Vietnamese family in one community but with a number of spoosorsmpsindiyiduaDy. Ms.Greenalsoadmittedthat offers of sponsorship have slowed down, but she said the voluntary services have sources in hand to resettle, Nine voluntary agencies are handling resettlement of the refugees on contract with the federal government, which is not directly involved in placement The agencies' contracts run until June 30, 1976, as man- dated by legislation passed by Congress. The nine agencies are not performing the services free. They receive S500 per Vietnamese resettled to cover ex "If you go out to verify a sponsor and tell him it will be a family of six or eight, he doesn't blanch too white," said Elinor Green, Task Force spokeswoman.

But it has become impossible to expect an American sponsor to take on responsibility for a family of 18 members, she said. Mothers, fathers, young dependent children and grandparents still will not be separated, but if an extended family, containing four generations, has family units within the larger family sons or daughters with their own children they will be asked to accept penses. If all 131,000 refugees entering the country are eventually resettled, it will cost American taxpayers S65.5 million, to be covered by the $405 million resettlement appropriation. The, groups handling resettlement are the U.S. Catholic Conference, the American Fund for Czechoslovak Refugees, Church World Service, Tolstoy Foundation, International Rescue Committee, American Council for Nationalities Service, Travelers Aid-International Social Services, Lutheran Council in the U.S.A.
