Tba rrtet interest centered in tbe House, where the seats for spectators were filled almost an bonr before the Speaker's gavel felL Expectation of the impeachment report doubtless stimulated the early attendance of speettors but they were doomed to disappointment, for instead they were regaled by a three hours' stupid and wearisome discussion on the right of the members from Tennessee to be sworn.

Hon. Jamss Brooks, who regularly oscnpies the creator part of the first day of eacbrweesion, as well as a good many days afterward, opened the ball by objecting at first specifically to Mr. Butler, and then to the delegation ut toto, on the ground that Tennessee did not possess a republican form of government, because rebels were disfranchised. But the latter objection did not stand. Tbe House last July had decided the Kentucky cases, that specific charges were neo-eesary to make a case for reference to the Committee on Elections.

Record evidence being produced that MrDuTtxa wisest one time member of the Tennessee rebel Legislature, his credentials, on motion of Mr. Dawks, of Massachusetts, who cuttingly rebuked the inconsistency of Brooks and bis Democratic friends, were re ferred to the Committee on Elections. Mr. Eldridoe then objected specifically to Mr. 810KR8, and the basis of his charge was that famous Duncan letter, upon which the House passed judgment at its laat session.

The motion to refer Mr. 8tokbb' credentials was voted down. Mr. Brooks then objected to CoL Mcluhs, from tbe Fifth Dis trict, and sustained his charge by a letter from an officer of the Twelfth United States Infantry, charging him with disloyal sentiments in the early part of the war. But the House voted that down, too, and then the war of words on this subject ceased, and all the delegation were sworn but Mr.

Butler. Of course this disciiaaion could not be had without oratorical flights and vigorous denunciations of the odious tyranny of military reconstruction, and uncomforta ble reminders of the cox popuii, as the classical Cbarler put it at the late elections. Tbe balance of the sitting up to 4:30 o'clock was occupied by an attempt at nnpeachment in a new quarter. The irrepressible Richelieu IioBWBOjf, burning with a sense of the wrongs done to tbe Fenians in England and Ireland by the Brit ish Government in ordering them to be hung, and Mr. Adams' lack of patriotism in not offering his own neck for the halter to save them, seriously proposed the impeachment of Mr.

An Aaa in the requisite string of resolutions, and supported it with his usual redundancy of speech. This exhausted the patience of the House, and, after sundry bills aad resolutions were introduced and referred, aa adjournment until Monday next was carried. In the Senate, Mr. Suwarxa obtained the floor as usual on the first' day's session, immediately after the roll eaQ, aad presented several of his chronic petitions from freedmen, and did not resume his seat until after he had revived the Equal Bights Bill, for the District, pocketed by tho President last session. Garret Davis ob jected to ttatcoaUderation, however, and it went over under the brulee.

Senator EoMxrxsa presented a joint TWaotutaon that the Federal debt and interest should be paid in ooin. Several petitions were presented from ex-rebels I asking to be restored to citisenahip, when the Senate adjourned until Monday. TBE UmCaCRaTEWT QPESPOB. The announcement in the House to-day by Mr. WrLsoR, Chairman of the Judiciary Com mittee, that the Committee would aot be ready to present the report on impeachment until Monday next, was anticipated in these dispatches lastnight.

The Committee were unanimous in the request for the postponement, and there-conaideratKm of the resolution directing them to report immediately was also postponed until Monday. It has aot yet transpired whether the maiority will unite oa Mr. Wilsox's entire re port, or only upon tke general point of opposition to impeachment. snuTART rjDmircTxoR nr com rots. This officer spent several months in his tour of consultation and tn vesta-gatioo, and then draw up a plan which was sub. mitted to leading educational men throughout the Uneoo. His nonnlnaifwis. after reading their criticisms and suggestions, are put into the form of a bill, which will be embodied in the re port. The plan eoatomplatee a bureau of military education in the War Department, under the charge of a Director -General, with the rank aad pay of Brigadier-General.

Four or five bills and reeo- rations were introduced, the most prominent of which were those of Senator EDaTDsns, declaratory of the Five-Twenty Acts, tbe proposed re peal of the cotton tax by Mr. Biaire, and the bill to stop contraction by Mr. Carey.

In this connection the public may look to see the Ways and Means Committee so composed as to fully represent the strong sentiment against further contraction of the greenbacks which now prevails so strongly at tbe West. the sum seleoatior. Gov. Chamreruir, of Maine, arrived in the city this morning, on public business. To-night he attended a conference of the Maine Delega tion, at which Senators Fesberdkh and Morrux, and Representatives Perhast, Lxecb, Blatrr and Peters were present.

Tbe only political allusion ia it was an expression of thanks lor carrying out the great measure which was to give to every class toe equal rights of dtisenship, and because ere long the right of every trne-neerted loyal man would be secured, and that every such man would be restored' to his proper relations to the Government.
