Thie proposition ia not over-stated, and if gentlemen will but give a little time and thoughtful attention to the subject, they must recoil with horror from the abyss on the edge of which we have all stood so long, in ignorant security. and members of either House of Congress are so constantly burdened with a thousand lesser but more Importunate cares, that they find it difficult to give tbe needed time and laborious study to such questions. Let us ask gentlemen in Congress now to examine carefully, and see whether bur nropoaitiont are', not true. As the case stands to-day, the Goremment has little choice but to press' its legal tender issues upon the market, or stop.

Of course, as a temporary expedient, It adopts the former policy; but no man appreciates mors clearly than does Secretary Chase the impossibility of carrying if on indefi-pitely. On the other hand, local banks, all oret i -4 I the country, since their sutpensioa of specie pay menta, hare also largsly expaaded their paper issues, and under existing temptations are likely to continue doing so. I do not 'mean to charge that Congress is wilfully disregarding the interest of the country out of consideration for those of the banking institutions in their several districts but these institutions have so constantly and persistently decried the Secretary's presenting only ei parte, therefore, inaccurate arguments upon the policy proposed, that gentlemen in Congress have' In many cases insensibly to themselves, so prejudiced against the proposed measure, that they have passed it by aa unworthy of consideration. What is now needed is to arouse snd challenge their attention to tbe financial perils so Imminent, and to lead them to candid investigation, for themselves, of the remedy proposed. Let them not ferret that Mr. Chase's Bsnk scheme receives thorough indorsement and support at the! hands of such men as Hon.EoBxat J.

Wkuxm, who have made the science ot finance in its broadest sense the study of their lives, and who! see in the measure under discussion our only! salvation from financial ruin which latter involves the destruction of ihe Union, private as well! as public bankruptcy, endless war and anarchy. Terrible as is the picture thus drawn. If gentlemen do net lice Mr.

Chase's plan, they are at least bound to- find a better one that will atand equally well the test of such careful examination and intense study as the- Secretary has bestowed poo his own proposition, and, at the eame time command mere of popular confidence. It is, at least, the duty of every man who has a vote on the subject, tq exsmine for himself, and be sure of tbe ressons for his faith before he decides that the so-called Bank scheme is' not worthy of his support. The country has confidence in Mr. Cbass The people honor his integrity, know the purity of his patriotism, and have faith in his sound judgment. The least rumor that he may retire from the Cabinet sends a tremor of alarm to the remotest corner of the loyal States.

How then can the people sustain their representatives, if they refuse to listen to his counsels, and persist in demanding that he shall carry on the financial operations of the Government, while they withhold the tools deemed by him essential to the work 1 Is it not worse than absurd to aak him to remain ia his present positionexpect him to make his administration of the Treasury a success, snd yet insist that he shall do it, not by reliance upon such a policy as he believes adapted to the desired end, but by dependence upon' some other; which his investigation baa already satisfied him is totally inadequate to the exigency I i I THX AUK. SCHEME BXAETUT IVDOSSKD ST THE I XXTIKE ADMIMUTEATIO. One word more. The President of the United States, in a recent message to Congress, has practically announced the National Banking scheme as an Administrstion measure. Mr.

Chase's judgment on this special point, is thoroughly indorsed by all his associates in. tbe Government, to whom every detail of the national condition is fully knowaj This is no mere complimentary support extended to the head of the Treasury. It is a well-known fact (and every man may ascertain it by asking1 any member of the Cabinet) that Ac datsmsfrarisw-s km beem mm entire unit upon ikit 'cuution. The President and his constitutional advisers all agree that the proposed Banking scheme is indispensable to the maintenance of the! Government; and they will each and all give it Itheir earnest and hearty support. It remains simply for gentlemen in Congress to say whether they will sustain tbe Executive in so vital a matter, since he has taken his position and the responsibility so definitely.

If they fail to do so, and ruin comes, how will they answer to their children and children's children? The crisis is upon us. It must be met now. Congress cannot safely adjourn unless the threatened peril ahall bav been averted and only one short month of the session remains. Will not the people impress upon their representatives in Congress the necessity for Immediate action In another letter I propose to consider the Secretary's plan, and present seme arguments as to ks wisdom and necessity. g.
