There is a mild confusion in the streets, like the cracking of many whips, and an occasional plethoric explosion of a superannuated musket demonstrations these ef superfluous patriotism. The natives of this village are not given to much excitement.

They see so much of it, perhaps, that like doctors who prescribe a bitter potion for others, they avoid it themselves, I am rather surprised at this. Gunpowder, I should have imagined, would have been a congenial commodity with them. They are notoriously fond of charging in the ordinary way, and on an occasion like the present, a little addition would not have been unpardonable. But I am disposed to view the native population as a grim and sardonic race. They are wrapt in an atmosphere of cold civility that hints at no geniality ithin.

'Not once have I seen a Saratogean smile indeed, I doubt if they ever do. They are a stern ard unconquerable population, possessed of peculiar arithmetical faculties, and unflinching in their profitable exactitude. I wish they would smile, or nod, or wink, or even sneeze, for I should like to call them brothers and until I recognize them by some touch of humanity, it is impossible for me to do so. For tbe past ten days I have been exhausting all my conversational powers on an obdurate newsman. I have fed him with mental pabulum, as I would a suckling infant.

My question have been disguised in the sweetest and most pleasant tit-bits of language. I have led him gracefully through a stanza of poetry. I have impaled him om tho point of a I have instructed him with historic) data. I have explained to him the precise literary merit of every work he has in his store. I have probed him politically, morally and socially.

I have evinced much solicitude on the subject of his rent. I have gone into testacies on the construction of his straw hat. 1 have purchased back' numbers of unsalable papers. I have even done violence to myself by wondering how he could afford to sell a Daily Times for sixpence. In short, I htve wooed him with the devotion of an office-seeker.

But, like Cvcnus, he is invulnerable. I might as reasonably expect to' inspire the mummies in Dr. Abbott's collection, as make that indomitable newsman speak. lie looks on me with supreme and utter contempt. Sometimes he will not even do that, but pass me over altogether, as something too small for his strong bptical capacity.

He never exerts himself, that I can see. Never leaves his arm-chair. How he lives and how he sustains life, is, and must for ever be, a mystery. I have no doubt he sleeps or dozes in the same benignant attitude. The man that cleans the windows, probably, washes his face for him, and wheels him into the doorway, when the store is opened.

The. most singular part of the business is that he retains full possession of all his faculties, and can, if he will, talk and walk, and eat and drink, like any other sane man. But St this season of the year he is so overcome by the dignity of his position, that he will do neither the one nor the other, except by stealth. He is beyond all earthly emotion. A superior, sublunated double-barreled, silver-mounted, patent-safety newsman.

The other store-keepers, or such, at least, as I have had the misfortune to encounter, are very much of the same stamp. They lack the common politeness of tradesmen, and supply the deficiency with an inordinate assumption of impertinent dignity. It becomes a matter of personal favor to secure what you require. However willingly you may submit to extortionate charges, it is a matter of much difficulty to submit to the condescension of the extortioners. Civility and attention should go hand in hand with large profits, else we are apt to grumble at the latter, and seek another market.

I have attempted to account for these singular phenomena on natural grounds, but with very indifferent success. The snake theory is the only one worth submitting. Snakes, it is well known, do nothing all the Winter, nor do Saratoga tradesmen. Snakes are never a lively animal, nor are the Sara-togeans. Snakes begin to stir, in the Spring so do the tradesmen of Saratoga.

They are deucedly hungry in the Summer, as are the Saratogeana. They gorge themselves with everything they can. in a rapid, unceremonious manner so do their prototypes. "When there is nothing more to be had, they coil themselves up, snakes and tradesmen, for the Winter months. There is one comfort, snakes are disappearing, snd, as the Grammar says, dabit Deus his quoqut finem.

The postal arrangements here are of a strictly providesiial order. The mails arrive with about the same punctuality as the thunder-storms predicted in the almanacs. There appears to be no cooperation among the connecting lines of railway, to facilitate their regularity. Sometimes they reach their destination by noon, sometimes at eight or nine o'clock in the eTening. Tne delay occurs through disposition the bags are supposedto hare for staying a few boura in Albany or Troy, on their way bitber.

There is certainly no blame to attach to the Saratoga officials they are efficient and oblig ing, and do all they can tinder the circumstances. This impunctuality, however, is a source of much annoyance to many of the visitors. There are several New-York merchants rusticating here, and they are naturally anxious to receive their letters in time for the return post. By the ay, I overheard a conversation this morning, in which two or three Honorables joined with much warmth, concerning the new postal envelope. A certain stationer of your city got most inglorious-Iy hauled over the coals." The advertisement attached to tbe envelope was the cause of all this bitterness.

One honorable gentleman declared it to be an impudent, contemptuous, disgraceful act of presumption, and expressed a desire to lick" the inventor, rather than the invented. The season has fairly begun here. The arrivals last week exceeded thirteen hundred, an unprecedented number for the time of year. The United States Hotel absorbs the majority of holiday folk. At the present time it is completely filled.

The cottages, private apartments, dec, are all tenanted. To-morrow the band arrives, and afterwards we shall have "hops" and stately balls sufficient for the gratification of the most insatiable terpsicho-rean. There is not much romance in real life, but occasionally a circumstance transpires which keeps alive the mysterious element in our nature. Of this kind is the anecdote I am about to relate. A few days ago, lady and gentleman arrived at a neighboring hotel.

They aigaed their names in the register, fully and elaborately, Mr. and Mrs. X. Y. Z.

They appeared to be of a loving temperament, and delighted much in the various attractions of Saratoga. For some days they were the cynosure of all star-gazers. The lady was a brunette, richly moulded, and possessed of dark, liquid eyes, on which a man's soul might float away very easily. The gentleman was favorably situated with regard to masculine perfections, and lacked very few of the social, requisites for winning regard. Every one viewed them as a handsome couple.

Oa Saturday, amongst other arrivals at the same hotel, a lady presented herself. She was a blonde, with delicate features, and mild blue eyes. The book-keeper handed her the register, when, to his consternation, sAe subscribed herself as Mrs. X. Y.

Z. Very quietly, and apparently with little emotion, she asked him if her husband had arrived. With, besuiiful simplicity, he replied, "Yes and his too. Hereupon there was a kindling np of internal fire, aad the mild blue eyes became slightly green. The blonde insisted on teeing the faithless X.

Y. 1 1 but the masculine represent ive of those three letters, in company with the feminine ditto, had gone on a pleasure trip to Saratoga Lake. Mrs. X. Y.

No. 2. immediately ordered a carriage, and after a word of promise to the driver, went oa hot pursuit. Arrived at the Lake House, tho eager lady discovered that two persons answering the description ol the fugitives had lunched there, and were then yachting on the ailvery bosom of the LakeC Not to be baffled at this twelfth hour. Mrs.

X. Y. Z. negotiated with the proprietor of the Lady of tk Laie, and soon hoisted sails to follow. Now comes the mystery.

Y. were For some time they moved towards each other, in languid politeness of motion, but when within a dozen lengths of each other's prow, the yacht containing the former couple was precipitately put about Every stitch of canvas waa braced to the wind, and a moot exciting race commenced, and continued until tbe increasing shades of evening, and tbe distance, obstructed the view. After waiting -for some hours, the carriages of both parties turned to Saratoga eii'pty since which time nothing has been heard of the missing Of course, the only reasonable conjecture is, that they are still chasing each other on the Lake. The knowing ones maintain that Mrs.

X. Y. Z. No. 1 ill have to winter on Snake Island, if she regards the integrity of her dark, liquid eyes.

After all. there is no romance in real life. All the parties interested in the above exciting episode have returned to their hotel in high glee. They ssy they were belated on the Lake, and concluded to stay all nijjht and the next day at the Lake House, in order that they might more freely enjoy the beauty of the scenery. Mrs.

To intimation is yet received that Bokland has resigned his Senatorial seat. P. W. Rose desired to amend the joarnal Friday last, so far aa the election of Russell Smith as Speaker pro. tens, was concurred. He knew nothing of any such motion or election.
