LocalState Lansing State Journal Friday, June 5, 1992 GREATER LANSING DIGEST to get answers to questions about effects of Department of Veterans Affairs benefit changes on Tuesday from a national service officer of the Disabled American Veterans. The representative will be in the organization's van, which will be parked at the VFW Post, 123 N. Rosemary St, from 10 a.m. to 6 p.m. Veterans need not be members of Disabled American Veterans to take advantage of the free service.

Student's essay wins award Kite test scheduled Sunday at 11 a.m. The first annual Capital City Kite Fest will be from 1 1 a.m. to 6 p.m. Sunday at Frances Park, 2701 Moores River Drive. The event is sponsored by Lansing Parks and Recreation, radio station WVIC (95 FM)t WindZinger Kite Sales and WILX-TV (Channel 10).

There will be registration and stunt kite demonstrations from 1 1 a.m. to 1 p.m. Free kitemaking will be from 12:30 p.m. to 3 p.m. while supplies last Exhibition stunt kite flying will be at 1:30 p.m.

DAVENPORT COLLEGE Fowler senior wins scholarship Michele Harr, a senior at Fowler High School, has won the college's Junior Achievement Scholarship. Harr will receive a $1,200 scholar- ship when she begins taking classes ON at Davenport's Lansing campus in the fall. CAMPUS CAMPUS CALENDAR: At Michigan State University: Two prominent Waverly Middle School student Kyle Dymond won an award for his entry in an essay contest sponsored by the Michigan Society for Medical Research. Dymond's essay, "Why animals are used in biomedical research," won an honorable mention in the annual middlehigh school essay competition.

His was one of more than 100 7:30 t.m. Thursday at Kardel Hall on the Eaton County Fairgrounds. Upcoming events, the county fair and educational opportunities will be discussed. Legislative review A summary of action Thursday in the Senate: Final approval was given to a House bill that increases authority of local governments to control consumption of alcohol. Sponsored by Rep.

Alvin Hoekman, R-Holland, the bill was passed earlier by the House and now goes to Gov. John Engler. The Senate vote was 35-0. Voting for it were Sens. Fred Dillingham, R-Fowlerville, John Schwarz, R-Battle Creek, and Debbie Stabenow, D-Lansing.

The Senate approved, 29-0, the House version of a bill that allows the state to suspend certificates of teachers convicted of crimes. The bill, which applies to all felonies and some misdemeanors, had been passed previously by the Senate. But the House added amendments and the Senate approved the amendments. Voting for the bill were Dillingham and Stabenow. Schwarz did not vote.

He was active in many service organizations, including that which is now known as Administrative Management Society, formerly known as NOMA.

He served as President from 1957-58, Board of Directors and again as President 1960-61. For his many years of faithful service, he received the coveted Diamond Award. She was born on April 17, 1940, the youngest of three natural and one adopted children of Consuelo Olivares Villegas (deceased) and Dr.

Bernardo Villegas of El Paso, TX. She graduated from El Paso High School, where she was Editor of The Tatler. She went on to Rosary College in Illinois. In Chicago in 1968, she ran the nation's most successful Manpower Development Training program for Hispanic men, under the auspices of The Cardinal's Committee for the Spanish Speaking. President Johnson and Secretary of Labor, John Gardner, recognized her efforts with a presidential medal.

She married and helped her husband through graduate school in Cambridge, MA. She later received a graduate degree in Sociology from Bowling Green State University in Ohio in 1974. She founded Mujeres Unidas de Michigan in 1974, and was co-chair of the Michigan delegation to the International Womens Conference in Houston, in Age 68, died Thursday, June 4, 1992 at his residence. Born March 27, 1915 in Lansing, Mr. Pettit retired from Dale Steel Co. as a Press Operator; was a Bath Police Security Guard; participated in all Bath community activities; and was a member of the Bath Baptist Church.

Mr. Pettit is survived by his wife of 39 years, Thelma Mae; 6 daughters, Rosanna (Clifford) Potter of DeWitt, Millie (Joe) Hunter of Bath, Alberta (Jeffrey) Pulice of St. Johns, Alta Wagner and Mary Buffmeyer, both of Lansing, and Norma Jean Myers of Florida; 3 sons, Thomas and Mark Pettit, both of Bath, Larry Pettit of Kansas; 18 grandchildren and 6 great grandchildren; 1 sister, Bertha Blan-chard of Arizona; mother-in-law, Gladys Clark of South Carolina; several nephews and nieces; many loving friends. He loved Jaclyn and Andrea FUNERAL Mitchell of Ft Myers; 2 brothers, Orville and Died June 4, 1992 in Okemos, ML He was born September 7, 1907 in Kirkcubright, Scotland; entering New York City via Ellis Island. He arrived in the U.S.A. June 20, 1928, where he came directly to Barnes Estate in Williamston, now known as Brook-shire Inn. On November 28, 1929 he married Rae Elizabeth Barnes in a formal ceremony at the residence. She preceded him in death in 1953.

In 1957, he sold the estate and was able to participate in his favorite sport of golf without ever having to mow the lawn again. Along with this, he also was able to realize his other passion for travel, going about the Mr. Heiser had been employed with Regency Oldsmobile as an Auto Painter. He was a member of the South Lansing Church of Christ, and for 25 years was a member of the Lansing Muzzle Loading Gun Club. He enjoyed bowling, hunting and camping.

Mr. Heiser was preceded in death by his parents, Adolph G. and Mildred R. (Bengry) Heiser. He is survived by his wife of 30 years, Sheila 4 daughters, Tammy (Robert) McClary of Rockport, TX, Kim A.

Heiser, Kerry Lazzell and Vicki Heiser, all of Lansing; brother, Randy (Margaret) Heiser; DUNHAM, WINIFRED Sunfield Age 69, passed away Thursday, June 4, 1992 at her residence. Mrs. Dunham was born March 31, 1923 in Yorkshire, England and served as a Sergeant in the British Land Army during World War II. She came to America in 1946, was employed at Michigan State University Library, and also worked with her husband in Dunham Realty Co. in Lansing.

She was' a member of the Mulliken United Methodist Church. We camping with his family and will be missed by all of them. Surviving are his wife of 46 years, 2 daughters, Paulette (Don) Soule of Mason and Ja-nette (Stan) Seavey of St Johns; 2 sons, Douglas J. (Paula) Merwin of Leslie and Jerry Jay (Linda) Merwin of Mason; 11 grandchildren; 3 great grandchildren; and mother, Jerrene Bartlett of Eaton Rapids. Funeral services KOENIGSKNECHT, CELESTA M.M.
