The measure would have earmarked existing excise taxes on sport fishing tackle lor exclusive use in fishery restoratipn programs. The Dingell Bill was patterned after the Pittman-Robertson Act which sent millions of dollars realized from taxes on hunting equipment into game restoration projects. In his veto message, Truman branded the act as "an undesirable precedent." Sportsmen, who pay the tax when they purchase the tackle, were elated when the bill passed both houses with little opposition.

The only opposition came from the Treasury Department, which is against earmarking revenue from excise tax for specific purposes. Lister said close examination of the reports will show that half were due to heart attacks result-Ing from over-exertion.
